Ministry of Defense will build more than 10,000 social housing for soldiers

The General Department of Logistics and Engineering said that by 2030, the Ministry of National Defense plans to complete 10,252 social houses according to the target of 1 million social houses set by the Prime Minister.

On March 27, Senior Lieutenant General Vu Hai San, Deputy Minister of National Defense, had a working session with the General Department of Logistics and Engineering and agencies on the implementation of public housing and social housing in the Ministry of National Defense.

About 76,686 people within the management scope have a need for social housing.

According to the General Department of Logistics and Engineering, by March 2025, the entire army had 19,594 public housing apartments, belonging to 44 units of the Ministry of National Defense. In the 2021-2024 period, 24 projects with 1,576 apartments were completed. It is expected that by the end of 2025, about 3,607 more apartments will be completed, bringing the total public housing fund of the entire army to 23,201 apartments.

Regarding the results of investment in building public housing for the entire army in the period of 2021 - 2025, by the end of 2024, there will be 64 projects with 5,183 apartments. The urgent need to rent public housing for the entire army by 2030 is about 37,500 people.

Resolution 1658 of the Central Military Commission sets the goal of meeting 80% of the demand for public housing (about 30,000 apartments) by 2030, thus requiring investment in 6,800 apartments in the 2026 - 2030 period.

Based on the proposed investment demand for construction of public housing of units under the Ministry of National Defense and the synthesis of 250 projects on 230 defense land locations in 55 provinces and centrally run cities, the General Department of Logistics and Engineering has directed the Barracks Department to inspect, review, synthesize and propose a plan for public housing development in the period 2026 - 2030 with 42 projects, with a scale of about 6,571 apartments belonging to 23 units in 22 provinces and centrally run cities.

The Ministry of National Defense estimates that there are about 76,686 people in need of social housing under its management in 63 provinces and cities.

Currently, the General Department of Logistics and Engineering has reported to the Ministry of National Defense and drafted a document from the Ministry of National Defense to send to the provincial People's Committee to incorporate into the local housing development program and plan according to the provisions of law.

Along with that, the General Department of Logistics and Engineering also reported to the head of the Ministry of National Defense to send to the Ministry of Construction about registering the target to implement the investment project to build at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021 - 2030.

Prime Minister assigned to complete more than 10,000 apartments by 2030

In February 2025, the Prime Minister issued Decision No. 444 assigning targets for completing social housing in 2025 and the following years until 2030, in which the Ministry of National Defense was assigned to strive to complete 10,252 apartments by 2030.

Speaking at the meeting, Senior Lieutenant General Vu Hai San, Deputy Minister of National Defense, noted that public housing is built on defense land, so agencies and units must strictly manage it according to regulations on defense land management; ensure security, safety and clearly define the subjects who are allowed to live in public housing.

Review the need for military social housing, survey the location and area of defense land to build public housing suitable for military positions, especially when merging administrative units. Agencies agree on the model of public housing and maintain, maintain, and repair according to regulations.

Regarding the implementation of social housing, this is to ensure housing for all subjects, which is a major policy of the Party and State, specified in the Housing Law 2024.

Urgently review the needs, coordinate with localities to arrange land funds for social housing development for the army, report to the Ministry of National Defense on difficulties and problems, and propose specific mechanisms and policies so that officers and soldiers without housing can buy social housing.
