According to a draft decree of the Russian government dated May 21, the Russian Defense Ministry proposed adjusting the borders around Russian islands in the eastern Gulf of Finland and around Kaliningrad.
The Russian Defense Ministry cited a 1985 document approved by the Soviet Union to justify the proposal.
"The state border corridor of the Russian Federation at sea will change," the draft decree summary says.
According to the RBC news site, Russia intends to change the geographical coordinates of the points determining the location of the base points for measuring the width of the territorial waters, the vicinity of the coast and the islands of Russia.
The draft decree does not specify why Russia needs to adjust its borders in the Baltic Sea, nor how it would be adjusted, and if so, in consultation with other countries surrounding the Baltic Sea.
Finnish Foreign Minister Elina Valtonen said that Russia should comply with the United Nations Convention on the Law of the Sea.
