Hanoi In addition to presiding over the drafting of a report to seek the Politburo's opinion, the Ministry of Home Affairs plans to issue more than 10 circulars guiding salary reform.
On the afternoon of March 2, at the regular Government press conference in February, Nguyen Bich Thu, Acting Director of the Wage Department, Ministry of Home Affairs, said that the Prime Minister had assigned the Ministry of Home Affairs to take the lead in advising on the drafting of a report to the Politburo on the new wage regime. After receiving the Politburo's opinion, the Ministry will draft a decree to submit to the Government for promulgation of the new wage regime.
The Ministry of Home Affairs will coordinate with relevant units to jointly develop documents on the new salary regime for Party, National Assembly and Government agencies. The National Assembly Standing Committee will have a resolution on the new salary regime for civil servants and public employees of agencies under the National Assembly, provincial and district People's Councils, Courts, State Procuracies and State Audit.
The Secretariat will decide on a new salary regime for Party agencies, the Vietnam Fatherland Front and socio-political organizations.
In particular, the Ministry of Home Affairs will issue 10 circulars guiding the implementation of the new salary regime. "The Ministry will try its best to ensure progress according to the plan issued by the Prime Minister," said Ms. Thu.

Previously, the Prime Minister issued a plan to implement salary reform, requesting units to develop new salary tables for cadres, civil servants, public employees, and armed forces to submit to competent authorities, applicable from mid-2024.
Currently, the salaries of cadres, civil servants, public employees, and armed forces are calculated by multiplying the base salary (VND1.8 million) by the salary coefficient. The salary coefficient is calculated according to the rank of each group of civil servants. From July 1, civil servants of type A (senior specialist rank or equivalent) have the highest salary of VND14.4 million/month; the lowest is VND3.8 million/month.
Type B civil servants (specialist or equivalent), highest salary is 7.3 million VND/month; lowest is 3.3 million VND. Type C civil servants (specialist or equivalent), highest salary is 6.5 million VND/month; lowest is 2.4 million VND.
From mid-2024, cadres, civil servants, and public employees will be paid according to their job position instead of the current equalization coefficient. It is expected that from 2025, salaries of cadres, civil servants, public employees, and armed forces will continue to increase by an average of 7% per year, until the lowest salary in the public sector is equal to or higher than the lowest salary in region 1 of the business sector (the current minimum salary in region 1 is 4.68 million VND).
The Government has allocated 560,000 billion VND, ensuring enough for salary reform until 2026.
