Ministry of Transport submits to National Assembly for consideration the policy of building Gia Nghia expressway

On the morning of May 22, on behalf of the Government, Minister of Transport Nguyen Van Thang presented a pre-feasibility study report on the investment project to build the North-South Expressway in the West, Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) section.

Regarding the need for investment, Minister Nguyen Van Thang said that according to the plan, the expressway network includes 41 routes with a total length of about 9,014 km.

"Up to now, the whole country has put into operation about 2,001 km of expressways, is under construction for 1,681 km, and is preparing to invest in about 805 km; of which the Eastern North-South expressway will be basically completed in 2025," said Mr. Thang.

The Minister of Transport said that according to the planning, the Gia Nghia - Chon Thanh expressway belongs to the North - South expressway in the West. This is an important traffic axis, connecting the Central Highlands with the Southeast region, the Southwest region and Ho Chi Minh City.

"Investing in the Gia Nghia - Chon Thanh expressway will solve traffic infrastructure bottlenecks, create new space, and drive socio-economic development, ensuring national defense and security in the Southeast and Central Highlands regions. In Resolutions No. 23-NQ/TW and No. 24-NQ/TW, the Politburo has oriented investment in the Gia Nghia - Chon Thanh expressway before 2030," Mr. Thang affirmed.

Regarding the investment objective, Minister Nguyen Van Thang said that the project helps form a key expressway connecting the Central Highlands with the Southeast region, connecting Ho Chi Minh City with the provinces of Binh Phuoc, Dak Nong, Dak Lak, Gia Lai and other localities in the region, creating new development space.

The project investment implementation is consistent with the 10-year Socio-Economic Development Strategy 2021-2030 approved by the 13th National Party Congress, the 5-year Socio-Economic Development Plan 2021-2025 approved by the National Assembly; consistent with the national master plan, national land use plan, road network plan, other relevant plans, local land use plans and targets.

At the same time, exploiting land use potential, developing tourism, processing industry, mineral exploitation industry... gradually restructuring the economy of the Central Highlands; contributing to the successful implementation of socio-economic development goals and tasks, ensuring national defense and security in the Central Highlands, the Southeast region and the country according to the Resolution of the 13th National Congress of the Party and the Resolutions passed by the Politburo.

Gia Nghia - Chon Thanh Expressway has a standard scale of 6 lanes, speed from 100-120km/h

Regarding the investment scope, the project invests about 128.8 km, of which: the route passes through Dak Nong province for 27.8 km; through Binh Phuoc province for 101 km (including 2 km connecting with Ho Chi Minh road, Chon Thanh - Duc Hoa section).

According to the plan, Gia Nghia - Chon Thanh expressway has a scale of 6 lanes. To promote investment efficiency, financial efficiency, and be consistent with the ability to balance capital sources, phase 1 will be divided into 4-lane investment stages, completed according to standards and regulations; site clearance will be carried out once according to the planning scale (6 lanes).

Gia Nghia - Chon Thanh Expressway is designed in accordance with National Technical Regulations on Expressways, ensuring the standards of a complete 4-lane expressway, with a design speed of 100-120 km/h.

The route is in accordance with the approved planning. To ensure connectivity and promote operational efficiency, within the scope of the project, it is planned to invest in 11 interconnecting intersections, complete the connection system for people such as service roads, underpasses, overpasses, etc. to minimize community separation, ensure the conditions for travel, production and living of people. Apply advanced and modern technologies in the construction and operation process.

Regarding the form of investment, the Minister of Transport said that it is divided into 5 component projects, of which: Component project 1 (expressway) is invested under the PPP method (BOT contract type); component projects 2, 3, 4, 5 carry out site clearance, build service roads and overpasses across Dak Nong and Binh Phuoc provinces and are implemented under the form of public investment.

The preliminary total investment is about VND 25,540 billion, of which the state capital participation is VND 12,770 billion (central budget VND 10,536.5 billion (VND 1,766.5 billion arranged from the medium-term public investment plan for the period 2021-2025 and VND 8,770 billion arranged from the source of increased central budget revenue in 2022); local budget VND 2,233.5 billion). Investor arranged capital is VND 12,770 billion.

Project preparation in 2023 and 2024; site clearance in 2024 and 2025; construction from 2025, striving to complete in 2026.

The National Assembly will decide on investment policies.

Examining the Report, Chairman of the National Assembly's Economic Committee Vu Hong Thanh said that the project meets the criteria within the National Assembly's authority to decide on investment policies.

Regarding the financial plan, for the central budget capital (NSTW) of about VND 10,536.5 billion: there are opinions that arranging VND 1,500 billion from the reserve source of the medium-term public investment plan with NSTW capital for the period 2021-2025 is not feasible.

"According to the provisions of the 2019 Law on Public Investment, the capital of the Public Investment Plan for the period 2021 - 2025 can only be implemented until January 31, 2026, while the project is expected to be completed by the end of 2026. Therefore, we request the Government to clarify the allocation of capital to implement the project in 2026," said Mr. Thanh.

The Chairman of the National Assembly's Economic Committee said that, regarding the local budget capital of about 2,233.5 billion VND, there are opinions that the two localities of Dak Nong and Binh Phuoc are not yet able to balance their budgets, and still receive annual support from the central budget, so the commitment to arrange local budget capital as planned will be very difficult, and it is recommended that there must be more specific solutions.

"Regarding the capital arranged by the investor of about VND 12,770 billion, accounting for 50% of the total preliminary investment of the project (accounting for 65% of the total preliminary investment of component project 1 under the public-private partnership method), to ensure feasibility, the appraisal agency recommends that the Government closely coordinate with interested investors in arranging capital for the project, avoiding adjusting the project investment policy from investment under the public-private partnership method to public investment," Mr. Thanh informed.

Regarding the proposal for the National Assembly to allow the extension of the disbursement period until the end of 2026 for the capital allocated from increased revenue and regular expenditure savings of the central budget in 2022 to implement the project, according to Mr. Thanh, there are many different opinions related to this issue.

There are opinions suggesting that implementation should be in accordance with the provisions of the State Budget Law and the Public Investment Law, similar to important national projects that have been and are being implemented.

"Another opinion is that if the project is not completed by January 31 of the first year of the next medium-term public investment plan, the public investment capital of the next stage will still be allocated for implementation, so it is not necessary to recommend to the National Assembly about this mechanism.

However, there are opinions in agreement with the Government's proposal to ensure the Project is implemented continuously, because normally the capital arrangement between two phases takes 6-8 months, which will affect the construction progress to complete the project as planned," said Mr. Thanh.

VOV.VN - National Assembly Standing Vice Chairman Tran Thanh Man said that this session will consider and pass 10 draft laws; 3 draft resolutions on legal norms and discuss and give initial opinions on 11 other draft laws; and consider the investment policy for the project to build the North-South Expressway in the West, the Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) section.
