Ministry of Transport studies "relaxing" the registration period for personal cars

The Ministry of Transport has just issued Official Dispatch No. 2795/BGTVT-KHCN&MT to the National Assembly delegation of Binh Phuoc province in response to the petition sent by voters of Binh Phuoc province after the 6th Session of the 15th National Assembly.

"It is recommended to issue regulations to adjust the inspection period for private cars in the direction of loosening the time, to ensure safety when participating in traffic and reduce financial difficulties, making it convenient for people", voters of Binh Phuoc province proposed.

Regarding the above-mentioned petition of voters, the Ministry of Transport said that in 2023, taking into account the opinions of people and businesses related to adjusting the registration period for private cars, creating more favorable conditions for vehicle owners in the registration work, the Ministry of Transport has reviewed and amended and supplemented relevant regulations, including issuing Circular No. 02/2023/TT-BGTVT dated March 22, 2023 amending and supplementing a number of articles of Circular No. 16/2021/TT-BGTVT dated August 12, 2021 of the Minister of Transport regulating the inspection of technical safety and environmental protection of road motor vehicles.

Circular No. 02/2023/TT-BGTVT mentioned above stipulates exemption from first-time inspection for unused motor vehicles; adjusts the inspection cycle to increase by 6 months for the group of passenger cars with up to 9 seats that are not used for transportation business (personal cars) compared to the previous inspection cycle regulations.

The adjustment of the inspection cycle is determined based on scientific research, experience of international inspection organizations, assessment of the exploitation process and some of the following basic factors:

Age of the vehicle: components, assemblies, systems such as suspension, steering, braking systems, etc. will wear out and break down over time. Especially rubber parts such as tires, rubber gaskets, lubricants, electronic components are parts that age over time even when not in use.

Frequency of vehicle use: Frequency of vehicle use directly affects the quality of operation, reliability of components, component assemblies, systems such as: suspension system, steering system, braking system and chassis. Scientific studies have shown that when a vehicle is used frequently, parts will wear out and age faster than when used less often.

Operating environment: The operating environment of the vehicle directly affects the life of components, component assemblies, systems such as: suspension system, steering system, braking system, chassis. When the car operates in dusty, rocky, high humidity and bad road conditions, high salt content, components, component assemblies, systems such as: suspension system, steering system, braking system, chassis are damaged faster than when operating in dry and clean environments.

Regarding the content of the proposal of voters of Binh Phuoc province to continue adjusting the inspection period (inspection cycle) of private cars in the direction of further loosening the time, the Ministry of Transport will assign agencies and units to continue researching related factors (vehicle age, frequency of use, operating environment, etc.) in accordance with practical conditions in Vietnam, referring to international regulations.

On that basis, the Ministry of Transport will consider adjusting the inspection cycle at an appropriate time, ensuring technical safety conditions for vehicles, contributing to ensuring traffic order and safety and creating convenience for vehicle owners.
