The Ministry of Education and Training has spoken out about concerns about the disproportionate salary structure between preschool and primary school teachers. |
Specifically, there are opinions expressing concerns about the appointment of professional titles and salaries of preschool teachers not being commensurate with those of general education teachers and suggesting appropriate policies.
Regarding this content, the Department of Teachers and Management Staff (Ministry of Education and Training) explained that currently, the Government stipulates a common salary table for all civil servants in all sectors and fields. Specifically, it is Table 3 - Professional and technical salary table for cadres and civil servants in state-owned enterprises in Decree No. 204/2004/ND-CP dated December 14, 2004 regulating the salary regime for cadres, civil servants, public employees and armed forces.
Accordingly, the salary coefficient of type A0 civil servants is applied to civil servants requiring college degrees; the salary coefficient of type A1 civil servants is applied to civil servants requiring university degrees.
Based on the standard training requirements of preschool and general education teachers as prescribed in the 2019 Education Law:
- Kindergarten teachers grade III (starting grade, with college degree requirements) are subject to the salary coefficient of civil servants grade A0 (from salary coefficient 2.10 to salary coefficient 4.89);
- Grade III general education teachers (starting level, with university degree requirements) are subject to the salary coefficient of type A1 civil servants (from salary coefficient 2.34 to salary coefficient 4.98).
Thus, basically the salary scale applied to grade III preschool teachers and grade III general education teachers is not much different.
However, the salary scale applied to grade II preschool teachers and grade II general education teachers has a relative difference:
- Grade II preschool teachers are subject to the salary coefficient of type A1 civil servants (from salary coefficient 2.34 to salary coefficient 4.98);
- Grade II general education teachers are subject to the salary coefficient of type A2.2 civil servants (from salary coefficient 4.0 to salary coefficient 6.38).
But according to the Ministry of Education and Training, in order for a general education teacher to be able to register for the exam or be considered for promotion to the professional title of general education teacher grade II, he/she must have at least 9 years of holding grade III or equivalent; while a preschool teacher only needs to have at least 3 years of holding grade III or equivalent (although Decree 204/2004/ND-CP stipulates that it must be at least 9 years). This is the Government's preferential policy for preschool teachers with specific professional characteristics.
The Ministry of Education and Training said that in the coming time, when the Government implements salary policy reform (according to Resolution No. 27-NQ/TW dated May 21, 2018), the State will pay salaries to cadres, civil servants, public employees and armed forces according to job positions, titles and leadership positions, in accordance with State resources and public service revenue, ensuring a reasonable correlation with salaries in the labor market.
At the same time, ensure the principle that wages must truly be the main source of income to ensure the lives of workers and their families; comply with the principle of distribution according to labor and the objective laws of the market economy, taking increased labor productivity as the basis for increasing wages...
According to the Ministry of Education and Training, teachers and educational administrators are entitled to policies including: salary, seniority allowance beyond the framework, leadership position allowance (if any), regional allowance, preferential allowance, seniority allowance and a number of other policies.
Teachers and educational managers working in mountainous areas, highlands, and areas with particularly difficult socio-economic conditions are entitled to a number of incentives such as preferential allowances at higher levels than teachers teaching in the plains and cities; and a number of other allowances and subsidies such as attraction allowances; long-term work allowances; first-time allowances; one-time allowances when transferring to work out of areas with particularly difficult socio-economic conditions; payment of travel expenses when taking annual leave or Tet holidays, allowances for purchasing and transporting fresh water and clean water; mobility allowances, allowances for sightseeing, studying, and professional and technical training.
In accordance with Resolution No. 27-NQ/TW, the Ministry of Education and Training was assigned to coordinate with the Ministry of Home Affairs to propose a salary scale for the education and training sector based on job positions, titles, leadership positions and the complexity of the work. In particular, it proposed the highest level of vocational incentives to partially improve teachers' income.
The Ministry of Education and Training said that it is developing the Law on Teachers and expects that policies on salaries, allowances, recruitment, use and training of teachers will be stipulated in the Law on Teachers.
