Speaking at the opening of the conference, the representative of the Department of Foreign Affairs emphasized: For Vietnam in general and Thanh Hoa in particular, the sea and islands are not only a part of the sovereignty and sacred sovereign rights of the Fatherland, but also a living and developing space for generations of Vietnamese people. The seas of our country in general and Thanh Hoa in particular have important geopolitical, geo-military and geo-economic positions in the region and the world. The 21st century is considered the era of the ocean, "reaching out to the sea" has become an important trend and orientation for both coastal and landlocked countries.

Grasping the general trend of the world and the region and starting from the practical requirements of building and protecting the Fatherland, the 4th Conference of the 10th Central Executive Committee issued Resolution No. 09 on Vietnam's Marine Strategy, which clearly defined the guiding viewpoints, goals, strategic orientations and tasks, and main solutions for developing sectors and fields related to Vietnam's seas and islands, aiming to turn our country into a strong maritime nation, rich from the sea. The viewpoint of our Party and State has affirmed: Sovereignty over seas, islands and territorial integrity are sacred. Vietnam's consistent policy is to resolve disputes related to the East Sea through peaceful measures and strong support from the international community.

To resolve the issue of sovereignty disputes in the East Sea, we need to thoroughly grasp the five viewpoints of our Party and State, which are: Building and implementing a comprehensive, focused and key marine economic development strategy, soon turning our country into a strong regional country in marine economy, associated with ensuring national defense - security and international cooperation; building a strong force for managing and protecting the sea and islands in all aspects; resolutely and persistently resolving disputes at sea and islands by peaceful means on the basis of international law; performing well in defense diplomacy; promoting propaganda work on the sacred sovereignty of the sea and islands of the Fatherland.
