Provincial Party Secretary Quan Minh Cuong works with the Department of Finance

On the afternoon of April 3, Comrade Quan Minh Cuong, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, had a working session with the Department of Finance on the implementation of goals and tasks in 2024, the first 3 months of 2025, the key work program in 2025 and the following years. Attending the meeting were Comrade Nong Thanh Tung, Member of the Provincial Party Committee Standing Committee, Vice Chairman of the Provincial People's Council; Comrade Nguyen Bich Ngoc, Member of the Provincial Party Committee Standing Committee, Vice Chairman of the Provincial People's Committee; leaders of relevant departments, branches and sectors.

The Department of Finance was established on the basis of merging the Department of Planning and Investment and the Department of Finance from March 1, 2025. After the merger, the Department has completed its apparatus and operated smoothly. Regarding professional tasks, the Department proactively advises the Provincial People's Committee, all levels and sectors to effectively implement budget work; state management of investment, enhance competitiveness, improve the business environment, promptly respond to the tasks of socio-economic development, security - defense, foreign affairs of the locality and arising tasks under the direction of the province.

The Department of Finance has advised on the development, implementation and management of the medium-term public investment plan for the period 2021 - 2025, managing capital for national target programs in the province; advised the Provincial People's Committee to develop the medium-term public investment plan for the period 2026 - 2030 to submit to the Ministry of Finance for consideration, in which the total expected capital is nearly 39,400 billion VND.

In budget management, in the period of 2021 - 2025, the total budget revenue is estimated at 12,690 billion VND, equal to 137% of the Central budget estimate, equal to 117% of the People's Council's budget estimate. Administrative reform has been focused on, implemented, and 73/113 administrative procedures have been cut, reaching 65%...

At the working session, the leaders of the Department of Finance proposed and recommended that the Provincial Party Committee and the Provincial People's Committee strengthen the direction of handling the handover work, the work of settling the budget for 2024, the budget estimate for 2025 when organizing the arrangement of administrative units at all levels and building a model of organizing a 2-level local government; propose to apply a pilot model of typical digital transformation in state administrative agencies; recommend the Ministry of Finance to organize training, foster skills, economic analysis and forecasting, build and operate economic growth scenarios. Request the State Treasury of Region VI to coordinate in settling the state budget revenue and expenditure for 2024, compare the handover data for 2025 to ensure time before organizing the arrangement of commune-level administrative units and organizing a 2-level local government. Propose that the Tax Department of Region VI and the Customs Department of Region VI continue to coordinate in the management of state budget collection in Cao Bang province.

In his concluding remarks, Secretary of the Provincial Party Committee Quan Minh Cuong highly appreciated the achievements of the Department of Finance in the past time. Pointing out the shortcomings, limitations and some key tasks in the coming time, the Secretary of the Provincial Party Committee requested the Department of Finance to review and balance capital sources, advise the Provincial People's Committee and the Provincial Party Committee to reallocate revenue sources appropriately; take the lead in coordinating with departments, branches and localities to advise on reviewing and proposing overall adjustments to socio-economic development plans and projects in accordance with administrative boundaries and the 2-level local government model; make settlements according to the instructions of the Ministry of Finance, resolutely not to lose assets before applying the model of eliminating the district level; advise, supervise and urge the strict implementation of the policy of temporarily suspending investment in construction, renovation and repair of offices of agencies and units according to the conclusions and directives of superiors; Strengthen inspection, supervision and urging the progress of disbursement of public investment capital and career capital to implement national target programs; speed up the progress of capital allocation procedures for projects and works; review, propose adjustments, supplements and abolish mechanisms and policies that are no longer suitable; take the lead in coordinating with relevant departments and branches to review and inspect all licensed investment projects; resolutely revoke projects that have been licensed but not implemented, especially mineral exploitation, land lease and land allocation projects; propose a comprehensive plan for arranging and handling houses, land and public assets in sync with the work of arranging the apparatus and administrative units; continue to thoroughly grasp and seriously implement the work of arranging and streamlining the apparatus in the spirit of Resolution No. 18.

The Provincial Party Secretary hopes that the Department of Finance will promote the spirit of internal solidarity and unity, each cadre will constantly cultivate and train political qualities, improve public ethics, improve professional capacity to meet the requirements of the new situation, encourage dynamism and creativity to improve work efficiency, complete all assigned tasks well, and contribute to the overall development of the province.
