'Spring bounce' for gloomy economy
Data from the Da Nang City Statistics Office shows that the city's economic growth rate in the first quarter tends to slow down because some large-scale industries continue to face difficulties such as industrial production has not fully recovered, the real estate market is sluggish; the investment and construction sector has not had many bright spots... Da Nang's gross regional domestic product (GRDP) growth in the first quarter is estimated at 99.17% compared to the same period last year. Thus, in the first quarter, Da Nang City is one of 6 localities nationwide with a negative GRDP growth rate.
Da Nang is trying to boost its economy as growth tends to slow down.
Da Nang leaders said that 5 years have passed since the implementation of Resolution No. 43-NQ/TW dated January 24, 2019 of the Politburo on building and developing Da Nang to 2030, with a vision to 2045 (Resolution 43), the Party Committee, government and people of the city have strived to overcome difficult challenges, thinking of finding appropriate methods and approaches to stabilize and develop the socio-economy. However, this is also a period of many unforeseen fluctuations in the world situation, especially the negative impact of Covid-19 on the global economy. Summarizing 5 years of implementing Resolution No. 43, the Politburo also pointed out difficulties and shortcomings in the implementation process, leading to arising problems, and assessed that spatial conditions, development space, and development resources in Da Nang are limited and need new motivation and new orientation.
"The issuance of Conclusion No. 79 by the Politburo on continuing to implement Resolution No. 43 is a very important document and new motivation for Da Nang to continue to have appropriate action plans, steps in the right direction with a stronger and more drastic breakthrough mindset to continue implementing the guiding viewpoints, goals, tasks and solutions set out in Resolution No. 43", the leaders of Da Nang City expect.
Previously, on May 14, the National Assembly Standing Committee gave opinions on the draft Resolution amending and supplementing Resolution No. 119. The basic opinions agreed with 30 specific mechanisms and policies. Of which, there are 9 policies in the group of organizing urban government models in Da Nang City and 21 policies in the group of specific development of Da Nang City proposed for pilot implementation. KH-ĐT Nguyen Chi Dung said that Da Nang has always been dynamic, proactive, and creative, but recently, its development has slowed down. Therefore, the research to allow the implementation of special and specific policies will be an opportunity for Da Nang to break through, a "spring" for Da Nang to develop well.
Studying the draft carefully, Dr. Hoang Minh Hieu - Standing Member of the Law Committee of the National Assembly, National Assembly delegate of Nghe An province, assessed: This Resolution will create a new legal framework for the urban government model of Da Nang, suitable to the requirements and development characteristics of the city. At the same time, the policy contents also play a role in encouraging innovation in the management and operation of the city's socio-economic development, improving the efficiency and effectiveness of urban government operations. In addition, the resolution will also create favorable conditions for Da Nang to attract investment, develop the socio-economy, and improve the quality of people's lives.
Mr. Hoang Minh Hieu analyzed: Special mechanisms and policies will create a more attractive investment environment, attracting domestic and foreign investment capital into key economic sectors of Da Nang such as high technology, tourism and logistics. In addition, the resolution will facilitate the development of modern infrastructure for Da Nang City, including transportation, healthcare, education and other public services. In particular, with special incentive and support policies, Da Nang's tourism and service industry will have the opportunity to develop more strongly, enhancing the city's position as a leading tourist destination in the region.
Making Da Nang an important economic center of the region
Among the 30 policies in the draft resolution, Dr. Hoang Minh Hieu assessed that the new policies were planned based on an assessment of the current situation in accordance with the socio-economic conditions of the city, such as: piloting the establishment of a free trade zone; piloting land recovery for socio-economic development for national and public interests for projects to build technical infrastructure including logistics centers and in free trade zones; on the development of semiconductors and artificial intelligence; investment, management, exploitation and handling of infrastructure assets serving the development of science and technology, innovation; management mechanism for business management of industrial cluster infrastructure that has been publicly invested... are specific mechanisms that create a breakthrough in economic development, tourism and investment attraction for Da Nang.
Da Nang is expected to become a tourist paradise, a living paradise and an international-class investment paradise.
For example, the establishment of a free trade zone is expected to apply preferential tax policies, simple and flexible administrative procedures, which will attract domestic and foreign investors, especially multinational enterprises that want to take advantage of these benefits, thereby contributing to increasing capital flows, helping to develop infrastructure, industry and services in Da Nang.
The free trade zone will also take advantage of Da Nang's strategic geographical location with an international seaport, which has the potential to become an important trade gateway in the region, enhancing the city's role in the global supply chain. This will also contribute to the development of the logistics industry thanks to increased trade activities, helping to improve the efficiency of freight transport and reduce costs. In addition, the establishment of the free trade zone is also expected to attract the participation of high-tech enterprises, promote innovation, research and development, create many new products and services, and create many new jobs in the fields of industry, services, and trade. Thereby, promoting international economic relations, creating opportunities for cooperation between Da Nang and other cities and countries.
"These positive impacts will help Da Nang develop strongly, becoming an important economic center not only of Vietnam but also of the region," Mr. Hieu emphasized.
Agreeing, Dr. Vu Tien Loc - Member of the National Assembly's Economic Committee, said that allowing a pilot establishment of the Da Nang Free Trade Zone associated with Lien Chieu seaport to pilot mechanisms and policies aimed at attracting investment into Vietnam is necessary. Currently, Vietnam has no regulations, but this is a popular economic model in the world to promote international trade and attract FDI, many countries have been successful with this model such as China, EU, Singapore, Korea... Or the policy of developing the field of semiconductors and artificial intelligence is also necessary for the locality to take the lead in the field of developing semiconductors and artificial intelligence that the Government is promoting according to the world trend.
The National Assembly has decided on a special mechanism for centrally-run cities and some localities, and reality has shown that these cities have all developed remarkably. When applying outstanding policy mechanisms, the unprecedented economic model will promote the improvement of the business environment, supporting businesses to improve their competitiveness. Da Nang will make a rapid and strong breakthrough, becoming a paradise for tourism, entertainment, relaxation, living and investment of international standards.
