Election of Chairman of People's Council and Chairman of People's Committee of Quang Ninh province

On December 10, Quang Ninh Provincial Party Committee held a conference to implement the Secretariat's decision on personnel work.

At the conference, authorized by the Secretariat, Deputy Head of the Central Organizing Committee Nguyen Quang Duong presented Decision No. 1750-QDNS/TW dated December 9, 2024 of the Secretariat on the transfer and appointment of Mr. Pham Duc An, member of the Standing Committee of the Party Committee of the Central Enterprises Bloc, Party Secretary, Chairman of the Board of Members of the Bank for Agriculture and Rural Development of Vietnam to participate in the Executive Committee, Standing Committee, hold the position of Deputy Secretary of the Quang Ninh Provincial Party Committee, term 2020-2025 and introduce him to be elected as Chairman of the Provincial People's Committee for the term 2021-2026.

At the conference, Deputy Head of the Central Organizing Committee Nguyen Quang Duong emphasized that Mr. Pham Duc An is a well-trained cadre with professional qualifications and leadership and management capacity; an active cadre who studies, learns, strives, has a scientific, democratic, and decisive working method, has an innovative mindset, has held many positions, and always completes well and excellently all assigned tasks in assigned positions.

With his experience and capacity, along with his strong political will, the support of the Party Committee, the government, the people, the Executive Committee, the Standing Committee of the Quang Ninh Provincial Party Committee, the Deputy Head of the Central Organization Committee believes that Mr. Pham Duc An will continue to inherit the achievements and experiences of previous generations of leaders, quickly grasp new tasks and work and fulfill assigned duties and responsibilities, uphold the spirit of responsibility to join the Party Committee, the government, and the people to successfully implement the Resolution of the 15th Provincial Party Congress, the Resolution of the 13th National Party Congress; bringing Quang Ninh province to increasingly strong development.

Speaking at the inauguration ceremony, the new Deputy Secretary of Quang Ninh Provincial Party Committee Pham Duc An thanked the Politburo, the Secretariat, and the Central Organizing Committee for their attention and trust; and affirmed that Quang Ninh is a locality rich in cultural traditions, associated with the spirit of "Discipline and Unity"; and has a strategic position in terms of economy, national defense, security, and key foreign affairs.

Receiving the assignment to work in the locality is both an honor and a challenge, a great responsibility. The new Deputy Secretary of the Quang Ninh Provincial Party Committee hopes to continue receiving attention and support from the Central Government, the Party Committee, the government, and the people of the province to help and share in all aspects to successfully complete the assigned tasks.

Mr. Pham Duc An is determined to uphold the spirit of dedication, serving the people, using all his ability, knowledge, and enthusiasm to join hands and unite with the Standing Committee and the Provincial Party Executive Committee to promote the spirit of solidarity and unity, overcome all difficulties and challenges, develop Quang Ninh province, and successfully implement the contents of the Resolution of the 15th Provincial Party Congress and the Resolution of the 13th National Party Congress.

Mr. Pham Duc An, born on February 1, 1970 in Thanh Long Commune, Thanh Chuong District, Nghe An Province; is a member of the 15th National Assembly, Hanoi City Delegation. Mr. An has the following qualifications: Bachelor of Economic Law, Bachelor of Banking and Finance, Master of Business Administration; Senior in Political Theory. He used to hold the positions of Deputy General Director of the Joint Stock Commercial Bank for Investment and Development of Vietnam, Chief of Office of the State Bank of Vietnam, Vice Chairman, Chairman of the Board of Members of Agribank.

On the same day, the People's Council of Quang Ninh province held the 24th Session (special session) to complete the leadership positions of the People's Council and the Provincial People's Committee.

Accordingly, the Provincial People's Council elected Ms. Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee, as Chairwoman of the Quang Ninh Provincial People's Council for the 15th term, 2021 - 2026 with 100% of the votes; Mr. Pham Duc An, Deputy Secretary of the Provincial Party Committee, as Chairman of the Provincial People's Committee for the 2021-2026 term, with 96% of the votes; Mr. Cao Tuong Huy as Vice Chairman of the Quang Ninh Provincial People's Committee for the 2021-2026 term, with 100% of the votes of the delegates present.

Previously, at the Session, the Provincial People's Council dismissed Mr. Cao Tuong Huy from the position of Chairman of the Quang Ninh Provincial People's Committee.
