Ensuring dike safety during rainy and flood season

In order to ensure the safety of the dike system, every year before the rainy and stormy season, the agricultural sector coordinates with localities with dike routes to review vulnerable points and implement measures to protect the dike corridor to serve the patrol and guard work, handle incidents during the rainy and flood season and ensure the safety of dike works.

Ensuring dike safety during rainy and flood season The sea dike system through Nga Tan commune (Nga Son) will be completed before the rainy and storm season in 2024.

In recent years, with the attention of the Government and ministries and branches at the central level, along with local budget sources, Thanh Hoa province has repaired and upgraded many dike routes in the province, but basically they have not met the actual requirements. Currently, in the province, there are still many dike sections built on soft, swampy ground, the dike body is built with many types of heterogeneous soil, the geology of the dike body and foundation is weak. Many dike routes have sections of dike body over 5m high, which are prone to landslides during heavy rains and floods, and the dike body also contains many hidden dangers such as termite nests, rat holes, etc.

According to the statistics of the agricultural sector assessing the current status of dike works before the flood, currently on the dike routes from level I to level III in localities in the province, there are still 131.5km of dikes with lower elevations than the design elevation; 56.6km of dike surfaces are small and narrow, not ensuring the cross-section according to the design; 15.72km of graded dikes and earth dikes. For dikes below level III, there are 228.36km of dikes with low dike elevations, small dike surface widths from 3 - 3.5m, steep slopes; 29 dike sections close to the river do not have protective embankments; 16 dike sections are showing signs of deterioration and need to be monitored.

Faced with the above situation, from the beginning of the year, the agricultural sector has advised the Provincial People's Committee, the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense to direct all levels and sectors to actively organize and seriously implement the work of preparing for dike protection according to the "4 on-site" motto. Along with that, the agricultural sector coordinates with the People's Committees of districts, towns and cities to inspect and assess the current status of dike works before floods, identify key locations for construction, approve key protection plans, dike protection plans for the entire route, response plans for cases of floods exceeding the design frequency and deploy preparation work. Accordingly, up to now, the whole province has developed 34 key protection plans for dikes, including: 14 key points on dike routes from level III to level I; 20 key points on level IV, V dikes, and sea dikes.

Head of the Dyke Management Department of Thanh Hoa Irrigation Department Do Minh Chinh said: “Every year, before the rainy season, the unit organizes a general inspection and assessment of the current status of dike works in the area to identify key vulnerable points and develop a dike protection plan and a key protection plan during the rainy season. From there, it is estimated that incidents may occur at each vulnerable point when there are floods and storms and assesses the level of danger of the dike, embankment, and culvert under the dike. On that basis, a dike protection plan, dike rescue plan for the entire route, and a response plan for cases of floods exceeding the design frequency are developed.”

Ensuring dike safety during rainy and flood season The construction unit is speeding up the progress of the project to build embankments to prevent landslides on the left and right banks of the Chu River in the Van Ha bridge area (Thieu Hoa).

To detect and handle dike incidents right from the first hour, before the flood season, localities have simultaneously launched a campaign to clear trees, fence the dike roofs and clear waste dumps within the dike protection area. At the same time, localities with dikes have prepared spare materials on dikes from level III to level I with a volume of nearly 703,130m3 of soil and rock; on dikes below level III, it reached nearly 1,087,167m3; developed plans and organized dike protection drills, inspected the preparation of materials, forces, means, techniques, and command; provided professional training for forces participating in dike protection, especially dike guards and dike shock troops. For unfinished dike projects, the agricultural sector actively inspected, urged, promptly removed difficulties and obstacles, and directed contractors to focus resources to urgently speed up construction progress. The projects related to dikes under construction are invested by the Central Management Board of Irrigation Projects and the Management Board of Investment and Construction Projects for Agricultural and Rural Development Works in Thanh Hoa, urging contractors to focus resources to speed up construction progress, especially items requiring flood prevention, ensuring quality, and complying with technical procedures to promptly put into service for flood and storm prevention. At the same time, the projects build, approve and deploy plans to ensure safety for the works; fully prepare forces, materials and means according to the "4 on-site" motto to be ready to respond to situations that occur during the rainy and flood season.
