Promulgating the key administrative procedure reform plan for 2024

Deputy Prime Minister Tran Luu Quang has just signed Decision No. 104/QD-TTg promulgating the Key Administrative Procedure Reform Plan for 2024.

The plan aims to continue to cut and simplify administrative procedures and regulations related to business activities; focusing on cutting down on licenses related to business activities, cutting down and simplifying regulations and procedures related to criminal records.

At the same time, speed up the progress of amending and supplementing legal documents to implement the plan to reduce and simplify regulations related to business activities, administrative procedures, citizen papers related to population management and decentralization of administrative procedure settlement approved by the Government and the Prime Minister; apply advanced international methods to pilot the implementation of a number of administrative procedure reform tasks in 2024, creating momentum for expansion in 2025 and the next phase.

At the same time, rectifying discipline and administrative discipline, immediately overcoming shortcomings, limitations and weaknesses in the performance of public duties; improving the quality of handling administrative procedures for people and businesses by cadres, civil servants and public employees of ministries, branches and localities; continuing to ensure the effectiveness and efficiency of State management work, legal regulations on administrative procedure reform, ensuring compliance by organizations and individuals.

The plan identifies two key tasks: reforming administrative procedures and regulations related to business activities; innovating the implementation and settlement of administrative procedures, and providing public services to serve people and businesses.

Specifically, regarding the reform of administrative procedure regulations and regulations related to business activities, according to the plan, ministries and ministerial-level agencies will review and report to the Prime Minister on the overall plan to reduce and simplify regulations related to business activities that are barriers and cause difficulties for people and businesses; in which, priority will be given to reviewing and proposing plans to reduce and simplify licenses related to business activities to the Government Office no later than May 2024 for synthesis and reporting to the Prime Minister; implementing the plan to reduce and simplify licenses immediately after being approved by the Prime Minister.

Based on the reduction and simplification plans proposed by ministries and agencies, the Government Office shall preside over and coordinate with ministries, branches and localities to synthesize and submit to the Prime Minister for approval the plan to reduce licenses related to business activities. The deadline for completion is June 2024.

In addition, ministries and ministerial-level agencies urgently complete the amendment and supplementation of legal documents under the authority of the Government, Prime Minister, Ministers, and Heads of ministerial-level agencies to organize the implementation of the plan to simplify regulations related to business activities and groups of related regulations approved by the Government and Prime Minister.

Ministries and ministerial-level agencies shall review and study the opinions of ministries, branches and localities to complete the plan to simplify regulations and administrative procedures related to Criminal Records in the sectors and fields under their management in order to reduce the unreasonable requirement to submit Criminal Records in the implementation of administrative procedures, ensuring substance and efficiency. In case of supplementing the simplification plan, it shall be sent to the Government Office no later than February 2024 for synthesis and reporting to the Prime Minister; organize the implementation of the simplification plan immediately after approval by the Prime Minister.

Based on the simplification plan proposed by ministries and agencies, the Government Office shall preside over and coordinate with ministries, branches and localities to synthesize and submit to the Prime Minister for approval the plan to simplify regulations and administrative procedures related to Criminal Records. The deadline for completion is March 2024.

Regarding innovation in the implementation and settlement of administrative procedures, provision of public services to serve people and businesses, the plan requires ministries, ministerial-level agencies, Vietnam Social Security, People's Committees of provinces and centrally-run cities to build or complete, integrate, and provide a group of interconnected online public services on the National Public Service Portal according to the Prime Minister's Decision approving the List of integrated, interconnected online public service groups provided on the National Public Service Portal in 2024.

Strictly implement the sending and receiving of electronic documents and the processing of work records in the electronic environment; synchronize 100% of the status of records and results of administrative procedure settlement on the administrative procedure settlement information system at the ministerial and provincial levels with the National Public Service Portal; review, evaluate and restructure the process for online public services that are being integrated and provided on the National Public Service Portal, ensuring the principle of taking users as the center; at the same time, prioritize the construction, integration and provision of groups of interconnected online public services provided at the full-process level to meet the requirements of people, businesses and the goals and requirements of the Government and the Prime Minister.

Strictly organize the reception, handling and removal of difficulties and obstacles regarding regulations and administrative procedures; organize inspection, verification and clarification of acts of harassment, causing difficulties in handling and strictly handle related organizations and individuals in accordance with regulations; promptly rectify the handling of administrative procedures under the authority of ministries, agencies and localities.

Periodically, monthly publicize the results of service quality assessment for people and businesses according to Decision No. 766/QD-TTg dated June 23, 2022 of the Prime Minister on the National Public Service Portal, Ministry-level and provincial-level Public Service Portals, and electronic information portals of ministries, agencies, and localities for organizations and individuals to monitor and supervise.
