Specifically, the Chairman of the People's Committee of districts, towns and cities is responsible to the Provincial People's Committee and the Chairman of the Provincial People's Committee for forest fire prevention and fighting in the area; proactively directs and deploys forest fire prevention and fighting, focusing on the following key tasks:
Continue to thoroughly grasp and organize the implementation of the 2017 Forestry Law, documents guiding the implementation of the law and directive documents of the Central and the province on forest protection management, fire prevention and fighting... Strengthen propaganda, education, raise awareness and sense of responsibility of each cadre, party member and people in forest fire prevention and fighting.
Direct local authorities and functional forces to strictly implement their responsibilities in forest fire prevention and fighting; strengthen urging, inspection and supervision of forest fire prevention and fighting, in which the motto is to take prevention as the main thing, fire fighting must be carried out early, from the grassroots.
Strictly control the use of fire in and near forests by people, especially slash-and-burn farming activities and using fire to treat vegetation. Timely prevent and strictly handle acts of using fire that have a high risk of causing forest fires, especially during periods of prolonged dry and hot weather.
Review, update and complete local forest fire prevention and fighting plans according to the "four on-site" motto in accordance with the reality of each locality, promptly overcome discovered limitations and shortcomings; proactively arrange forces, means, materials and funds to ensure forest fire prevention and fighting in the area, especially in areas with high risk of forest fires.
Organize close monitoring and supervision, promptly detect fire spots; proactively direct and deploy plans and firefighting work when forest fires occur, paying special attention to evacuation work to ensure safety for people's lives, mobilizing forces to participate in controlling and extinguishing forest fires in the shortest time.
When a forest fire occurs, promptly mobilize local forces to handle the forest fire situation, not allowing the fire to spread, become larger, or last for many days; at the same time, quickly report the forest fire situation to the Provincial Forest Fire Prevention and Fighting Command.
After the forest fire, actively coordinate with the authorities to urgently investigate and determine the cause and perpetrator of the fire, and strictly handle organizations and individuals who violate the law; have a plan to restore the forest.
For areas of natural forest that have been burned, it is required to keep the scene intact, absolutely not to damage the forest, not to plant forests, to carry out zoning and promote natural regeneration.
Timely commend and reward individuals and organizations that do a good job in forest fire prevention and fighting and actively participate in forest fire prevention and fighting.
The Department of Agriculture and Environment is responsible for directing the work of forecasting, warning, organizing forest fire prevention and fighting in the whole province, focusing on directing the implementation of a number of key and urgent tasks as follows: Closely monitoring weather developments, especially key areas with high risk of forest fires, promptly providing information to localities to proactively implement plans for forest fire prevention and fighting.
Proactively advise the Provincial People's Committee on state management of forests, forest fire prevention and fighting; increase forest fire fighting drills, training and coaching on forest fire prevention and fighting for forces working in forest fire prevention and fighting.
Strengthen direction and inspection of forest fire prevention and fighting in localities, especially key areas of forest fires; be ready to support localities with forces, fire fighting equipment, fire point information, and command work when large forest fires occur; promote the application of high technology in forecasting, warning of forest fire risks and early detection of forest fires.
Propose that heads of units and armed forces direct forces stationed in the area to proactively review, update, and complete plans for coordination between armed forces and local forces in forest fire prevention and fighting; proactively provide the highest support plans for forest fire fighting in the stationed area, and be ready to mobilize forces, vehicles, and equipment to participate in forest fire fighting when requested by the locality...
It is known that in Bac Giang, since the beginning of March until now, there have been two forest fires in Bac Giang city and Tan Yen district.
