When there are major fluctuations in the parameters for calculating the price framework, electricity production and business costs, and requirements for allocating costs not included in the average retail electricity price, the Ministry of Industry and Trade is responsible for calculating and adjusting the price framework of the average retail electricity price, and submitting it to the Prime Minister for consideration and decision.
This Decision comes into force from March 31, 2025.
Previously, at the seminar "What breakthroughs to attract investment in the electricity industry" organized by the Government Electronic Information Portal, price expert Nguyen Tien Thoa, former Director of the Price Management Department (Ministry of Finance) shared 4 major shortcomings of electricity prices.
Firstly, electricity prices have not been implemented according to market mechanisms. Secondly, we expect and assign multi-purpose tasks to current electricity prices.
"We want to calculate correctly and sufficiently, ensure cost recovery, but also encourage investment attraction, ensure social security, ensure energy security, and control inflation. There are many goals," Mr. Thoa emphasized.
Third, according to Mr. Thoa, is the inadequacy in the current electricity price cross-subsidy mechanism, which has been prolonged and the handling roadmap is unclear.
Finally, electricity prices have not separated prices from social security policies.
"If we reduce electricity prices, we reduce prices so that the electricity industry has to shoulder the burden. For example, during the COVID-19 pandemic, we decided to reduce electricity prices but we did not set policies to regulate the market properly.
How should we handle tax policy, market instruments, and how should we separate social security policy to handle it? Therefore, electricity price policy is still confused, not ensuring the correct price principles to ensure the goal of encouraging the development of the electricity industry, encouraging economic sectors to participate in investment to contribute to ensuring national energy security," said Mr. Thoa.
