According to the investigation, from 2012 to 2022, SCB Bank lent and disbursed to 1,366 customers (710 individuals and 656 organizations); Ms. Truong My Lan's group alone had more than 2,500 loans with a total amount of more than 1,066 trillion VND, accounting for 93% of the loan amount. Most of the debts are irrecoverable.

In particular, from January 2018 to October 7, 2022, Truong My Lan directed the creation of 916 fake loan applications to withdraw and appropriate money from SCB Bank. Up to now, these loans still owe more than 545,000 billion VND (including principal and interest). All of this appropriated money is for Truong My Lan's personal purposes.

The investigation results determined that many loans did not have mortgage procedures when disbursed; there was no loan approval from competent authorities... Therefore, there is sufficient basis to determine that the entire principal amount of more than 415,666 billion VND that Truong My Lan and her accomplices used to legally apply for loans to withdraw from SCB Bank, which still has outstanding debts, is the amount that Truong My Lan has appropriated from SCB Bank.

However, the investigation agency determined that the remaining assets securing the loans of Truong My Lan's group are valuable, and are currently managed and monitored by SCB Bank. The results of the valuation of the collateral assets by Hoang Quan Valuation Company as of September 30, 2022 and the results of the assessment of SCB's legally sufficient assets show that the collateral assets are worth more than VND 111,570 billion. Therefore, applying the principle in favor of the accused, the investigation agency determined that Truong My Lan and her accomplices were responsible for appropriating more than VND 304,000 billion, and causing losses in interest of more than VND 129,000 billion.

In addition, Ms. Lan directed the legalization of loan documents for SCB to disburse 368 other loans, causing losses of more than VND 64,000 billion, violating regulations on banking activities and other activities related to banking activities.

Seized and frozen accounts of more than 2,400 billion VND in cash

The investigation agency has reviewed, verified, and recovered the criminal proceeds and accounts and assets in the names of the defendants to recover, freeze, and ensure the remediation of the consequences of the case.

Specifically, for Ms. Truong My Lan, the investigation agency seized a total of 589.8 billion VND and nearly 15 million USD along with thousands of real estates, supercars, yachts... temporarily detained 1,266 land use right certificates; seized 1,237 real estates in Dong Nai, Ho Chi Minh City, Long An...; seized 857 million SCB shares of Ms. Lan and individuals in her name.

Of which, 14.5 million USD was given by Truong My Lan to Ta Hung Quoc Viet - General Director of Greenhill Village Joint Stock Company - to receive the transfer of the Greenhill Quy Nhon project. After being invited to work by the investigation agency, Viet handed over all the money received from Lan to the investigation agency (through Nguyen Le Hang and Nguyen Thu Nga). The defendant Truong My Lan confessed to the above amount and voluntarily used it to remedy the consequences of the defendant's violations in the case.

In addition, the investigation agency also froze 43 accounts of individuals opened under the name of defendant Truong My Lan at banks, with a total frozen amount of more than 1,895 billion VND and more than 8.4 million USD.

Thus, the total amount of cash seized and frozen in the bank used to remedy the violations of defendant Truong My Lan in the case is more than 2,485 billion VND and nearly 23.5 million USD (equivalent to about 564 billion VND).
