The three project groups are assessed to have all favorable factors for early implementation, contributing to accelerating the disbursement progress of the Ministry of Transport in 2025.
According to information from the Department of Planning and Investment (Ministry of Transport), in 2025, the Ministry of Transport was assigned 81,218 billion VND by the Prime Minister, including: 71,284 billion VND from capital sources in 2025 and 9,394 billion VND from excess revenue and expenditure savings in 2022.
In 2025, the public investment capital plan assigned to the Ministry of Transport will increase by 10% compared to 2024 (Illustration photo).
"Determining that the disbursement task is very difficult and needs to be resolutely implemented from the first weeks and months, up to now, the Minister of Transport has assigned details of 99% of the capital plan to be assigned before December 31, 2024," the Department of Planning and Investment informed.
Proposing solutions to complete the disbursement target in 2025, according to the leader of the Department of Planning and Investment, in addition to accelerating the implementation progress to complete the North-South expressway component projects in the East in the period of 2021-2025, other expressway projects such as: Bien Hoa - Vung Tau, Khanh Hoa - Buon Ma Thuot, implementing the direction of the Prime Minister, the Ministry of Transport has built a list of priority projects to be implemented in 2025 from the Government bond package.
The subjects are 3 groups of key road projects managed by the central/local government; the investment preparation procedures are quick and can be implemented, started and disbursed in 2025.
Group 1 includes 3 projects related to VEC: Cau Gie - Ninh Binh, Ho Chi Minh City - Long Thanh - Dau Giay, Yen Bai - Lao Cai.
Group 2 includes 6 connecting expressways: Phu Ly - Nam Dinh, Noi Bai - Bac Ninh, Ninh Binh - Hai Phong section through Hai Phong, Hung Yen - Thai Binh, Hoa Binh - Moc Chau, Quy Nhon - Pleiku.
Group 3 includes 4 PPP projects, including: Thai Nguyen - Cho Moi, Phap Van - Cau Gie, Hanoi - Thai Nguyen, Ho Chi Minh City - Trung Luong - My Thuan.
Among the proposed projects mentioned above, some expressways have been cleared on a complete scale, convenient for implementation such as: Cau Gie - Ninh Binh, Hanoi - Thai Nguyen, Yen Bai - Lao Cai, Ho Chi Minh City - Long Thanh - Dau Giay.
"Some routes currently in operation only need to widen the road surface, build service roads, and complete items to ensure highway standards such as: Phu Ly - Nam Dinh, Noi Bai - Bac Ninh, Hung Yen - Thai Binh...
According to the new Law on Public Investment, these projects are mainly group B or group A projects with a total investment of less than VND10,000 billion, with convenient procedures," said the leader of the Department of Planning and Investment.
Previously, in 2024, the Ministry of Transport was assigned 75,481 billion VND by the Prime Minister.
Of which, the capital plan assigned at the beginning of the year was 56,666 billion VND, and by the end of October 2024 it was 71,287 billion VND. In November 2024, the Ministry continued to be assigned an additional 4,194 billion VND.
It is estimated that by the end of the year, the Ministry of Transport will disburse about 67,600 billion VND. The disbursement rate calculated on the total capital allocated by the end of October 2024 will reach 95% and about 90% of the total capital allocated for the whole year.
