Storm No. 3 and its circulation are considered a disaster, causing huge losses in human lives and property in Quang Ninh in particular and the provinces and cities in the Northern region in general.

In Ba Che district, due to the impact of super typhoon Yagi, in addition to a series of public works and houses being damaged, over 14,650 hectares of forestry trees, of which 14,500 hectares were completely destroyed, and it is worth noting that over 10,000 hectares of acacia trees from 2 to 6 years old were planted by the people. Meanwhile, for a long time, ethnic minorities have been mainly involved in poverty reduction and economic development based on afforestation, with acacia trees being the main tree.
Like many other families in the village and commune, Mr. Trieu A Phuc's family in Na Lang village, Don Dac commune has 5 hectares of acacia and if normal, after 5 or 6 years, each hectare of acacia of his family will certainly be sold for 60-80 million VND. And so, 5 hectares of acacia will bring Mr. Phuc's family a profit of 300-400 million VND, however, with the strong winds, continuously raging for more than 6 hours of the recent storm No. 3 Yagi, the entire acacia forest that was in a good growth period of Mr. Phuc's family was completely destroyed. Mr. Phuc said: The initial investment for each hectare of acacia ranges from 20-30 million VND, for the ethnic people in the villages in Don Dac commune in general, my family in particular, it is a great effort, but now not only have we lost the initial investment savings for planting 5 hectares of acacia, but also all the effort with the hope that in a few years the money from harvesting from the acacia forest will be used to build a more solid, bigger, and more beautiful house. Now, who knows when we will be able to build a house.

Mr. Trieu A Tai, Party Cell Secretary, Head of Na Lang Village, Don Dac Commune (Ba Che) said: The village has a total of more than 400 hectares of acacia, of which over 71% of the broken acacia forest area is only 2-3 years old, so businesses do not buy it. It has been more than a month since the storm, but the people's acacia forests are still in disarray, so it is very difficult for people to invest in replanting at this time, so people hope for timely support from the province and district in terms of capital.
The difficulties after the devastation of storm No. 3 have been and are still present for the people of Ba Che district, especially for people with newly planted forests right in the storm's path. Therefore, to help people overcome all difficulties, at the 21st session, the 14th term People's Council of Quang Ninh province passed a Resolution on adjusting and allocating the provincial budget expenditure estimate for 2024. In particular, many important decisions are aimed at urgently restoring and reconstructing the socio-economy after storm No. 3 such as supporting housing construction and repair; raising the provincial social assistance standards for social protection beneficiaries and other disadvantaged people in the province...
People's trust is demonstrated through specific actions and deeds. Immediately after the storm, Ba Che district promptly introduced synchronous solutions to help people restore production, and reviewed essential works serving people's lives and production. At the same time, it assigned and assigned specific responsibilities to each sector, unit, and locality in deploying and performing assigned tasks.

Mr. Bui Xuan Hieu, Deputy Director in charge of the Investment and Construction Project Management Board of Ba Che district, said: We are currently implementing the underground construction of Tai Lo, Don Dac commune, while Khe Put people's suspension bridge, Thanh Son commune and Lang Loc suspension bridge, Thanh Lam commune, the district has issued documents and is waiting for the province's approval decision. After being approved by the province, the district will immediately implement, because in fact, Lang Loc suspension bridge, Thanh Lam commune, not only serves the travel and production development of the people, but since the bridge was completely destroyed by the storm, students, especially primary and preschool students, have to walk dozens of kilometers, otherwise if they go by raft across the stream, it will only take 15 minutes to get to school but it will be very dangerous, even leading to unpredictable accidents.
It is thought that, with the total damage to agriculture and infrastructure caused by storm No. 3 being about 800 billion VND, this is a fairly large amount of money for the current actual conditions of the district, so to help Ba Che overcome difficulties, stabilize production and business and people's lives, it is necessary to have timely attention from the province in terms of economic resources and policy mechanisms.
