On the afternoon of October 9, within the framework of the 44th and 45th ASEAN Summits and related conferences, Prime Minister Pham Minh Chinh and leaders of ASEAN countries attended a dialogue session with representatives of the ASEAN Inter-Parliamentary Assembly (AIPA), the ASEAN Business Advisory Council (ASEAN-BAC) and ASEAN Youth.
Driving new growth drivers
At the dialogue, AIPA member parliaments proposed to strengthen dialogue and coordination between governments and parliaments in the process of community building, concretizing ASEAN's commitments through legal frameworks.
At the same time, create favorable conditions for economic growth, expand cooperation in new areas such as digital economy, clean energy, innovation, promote inclusive policies, narrow the development gap, especially in remote areas.
Speaking at the event, Prime Minister Pham Minh Chinh said that along with traditional growth drivers, parliaments and governments need to work together to promote new growth drivers such as digital economy, sharing economy, circular economy, knowledge economy, as well as other emerging industries such as artificial intelligence, cloud computing, Internet of Things, etc.
The Head of the Vietnamese Government also asked member parliaments to unite and support each other in building institutions, contributing to ensuring self-reliance, connectivity, comprehensiveness and inclusiveness of development.

ASEAN-BAC delegates shared that ASEAN has great potential for growth and leadership in new industries such as semiconductors, and deeper participation in the global semiconductor value chain.
Accordingly, ASEAN-BAC recommends strengthening public-private cooperation, encouraging investment in research and development, especially artificial intelligence, coordinating to remove barriers to trade and investment, and enhancing intellectual property protection.
Emphasizing the great potential of the ASEAN Digital Economy Framework Agreement, ASEAN-BAC recommended promoting innovation cooperation in the region, creating free and reliable data flows, training high-quality human resources and investing in digital infrastructure, contributing to promoting digital integration and digital economic growth in the region.
In the field of green transformation, ASEAN-BAC delegates emphasized the need to decarbonize industries, proposing that ASEAN countries coordinate and harmonize policies, streamline processes and minimize operating costs for businesses.

Appreciating the contributions of the business community, Prime Minister Pham Minh Chinh suggested that ASEAN-BAC increase its participation in solving major regional issues such as climate change, environment, population aging, resource depletion, and promote cooperation in developing the digital economy and green economy.
The Prime Minister emphasized that businesses need to promote the spirit of pioneering, innovation, and providing policy advice to the government on issues related to institutions, infrastructure, and human resources. This will contribute to creating an open investment and business environment, opening up opportunities for businesses to participate and contribute more to the development of the region and each country.

Emphasizing the role of businesses in ensuring social security, Prime Minister Pham Minh Chinh affirmed that Vietnam does not sacrifice social justice and the environment for mere economic growth.
According to him, a sustainable and inclusive ASEAN cannot be achieved without the role and contribution of businesses.

In dialogue with ASEAN leaders, ASEAN youth representatives expressed their desire to participate and contribute to the community building process.
ASEAN’s young entrepreneurs can play a pioneering role, bringing new and innovative ideas. ASEAN’s young people want to be given the opportunity to participate in responding to emerging challenges such as climate change and natural disasters.
Youth representatives also recommended that leaders of countries continue to pay attention to, develop and implement quality, comprehensive education and training programs, ensuring access for all.
Affirming the proactive role of youth in building an innovative and developed ASEAN Community, Prime Minister Pham Minh Chinh proposed three pioneers.
It is a pioneer in adapting to new global trends, a pioneer in finding solutions to social problems in the region and a pioneer in proposing breakthrough ideas towards the goal of building the ASEAN Community in the future.
