Since its establishment in 1989, the Asia-Pacific Economic Cooperation (APEC) forum with 21 member economies has achieved many outstanding and substantial achievements in cooperation pillars. After 35 years of establishment and development, APEC has increasingly affirmed its leading role and mission in promoting the trend of economic, trade and investment liberalization in the region and the world.

Operating on the principle of consensus, voluntary and non-binding, APEC brings together the world's leading economies and many other dynamically developing economies. To date, the Forum's 21 member economies, including 9 members of the Group of 20 (G20), represent about 38% of the world's population, contributing more than 60% of GDP and nearly 50% of global trade. Ready to enter a new development phase in the context of the world changing rapidly and profoundly under the impact of the 4.0 industrial revolution, APEC focuses on implementing major cooperation strategies and programs, such as the Enhanced Agenda for Structural Reform to 2025, the Roadmap for Services Competitiveness to 2025, the Master Connectivity Plan to 2025, the Agenda for Inclusive Economic, Financial and Social Development to 2030... The three main pillars of APEC cooperation include trade and investment liberalization; business facilitation; economic and technical cooperation. This is the basis for APEC leaders to adopt the APEC Vision to 2040 on building an open, dynamic, resilient and peaceful Asia-Pacific region, for the prosperity of all people and future generations. Vietnam became an official member of APEC in 1998, the same year as Peru, this year's APEC host. During its 26 years of participation in APEC, Vietnam has made active and proactive contributions to promoting peace, stability, cooperation and regional economic connectivity. As one of the most active members in proposing APEC initiatives and projects, Vietnam has made many contributions to the operation of the Forum, through its role as Executive Director of the APEC Secretariat in 2005-2006 and positions as Chair/Vice Chair of many APEC Committees and Key Working Groups. In 2024, Vietnam will actively contribute to the APEC cooperation process, implementing many initiatives and projects on structural reform, finance, science and technology, innovation, human resource development, tourism, agriculture, climate change response, sustainable and inclusive growth. Vietnam is currently the Leader of the APEC Agenda for Structural Reform for the 2026-2030 period, and is presiding over the development of the APEC Economic Policy Report 2025. The APEC High-Level Week takes place from November 9 to 16 in Lima, Peru, with the theme “Empowerment, Inclusion, Growth”. For the third time hosting APEC, after 2008 and 2016, Peru aims to promote a new approach to the Forum’s economic cooperation agenda in the context of current unprecedented challenges. Peru emphasizes the message that APEC will continue to write the story of inclusion, sustainability and resilience, focusing on the social aspects of economic growth and development, especially empowering the most vulnerable, exploiting the opportunities of the digital age and creating new momentum for economic growth. Over the past 35 years, APEC has maintained its role as the leading economic cooperation and linkage mechanism, making an important contribution to economic growth and maintaining peace, stability, cooperation and development in the Asia-Pacific region. The main discussion topics of this year's Forum revolve around the following topics: trade and investment for inclusive and connected growth; innovation and digitalization to promote the transition to a formal and global economy; sustainable growth for self-reliant development.
