Implementing Directive No. 21/CT-TTg dated November 25, 2022 of the Prime Minister on promoting digital transformation in non-cash social security payments and Official Dispatch No. 123/UBND-KGVX dated January 8, 2024 of the People's Committee of Quang Tri province on strengthening the implementation of non-cash social security payments in the province, from the beginning of 2024, the Bank for Agriculture and Rural Development, Quang Tri Branch (Agribank Quang Tri) coordinated with functional units to open accounts for beneficiaries of social security policies in the area.

According to the report of the Department of Labor, War Invalids and Social Affairs, as of December 31, 2023, Quang Tri province has 64,454 social security policy beneficiaries receiving monthly benefits. However, the whole province has only 386 beneficiaries who have opened accounts to pay non-cash benefits.
Therefore, during this period, Agribank Quang Tri officials "went to every alley, knocked on every door" to promote propaganda and mobilize social security policy beneficiaries to open bank accounts, promote digital transformation in non-cash social security payments, and directly give support gifts to 1,400 policy beneficiaries in difficult circumstances on the occasion of the Lunar New Year of Giap Thin with a total amount of 700 million VND. By the end of February 2024, Agribank Quang Tri had opened more than 2,200 accounts for social security policy beneficiaries in the province.
Mr. Nguyen Phuoc Thanh, residing in Trieu Tai commune, Trieu Phong district, said: “At the Agribank Quang Tri bank account opening procedure point, we were enthusiastically guided by bank staff. I think the policy of encouraging people who are entitled to social security policies to register to open accounts to make non-cash payments is appropriate, creating conditions for people like us to access modern banking services quickly, conveniently, and make payments in accordance with policies and to the right subjects.”
Paying subsidies to beneficiaries through accounts will bring many benefits to people such as: saving costs, reducing travel time, supporting the right beneficiaries, promptly, conveniently and in the long term will help beneficiaries access better and more transparent financial services.
However, the coverage of non-cash payments for social security beneficiaries still faces many "barriers". Because most of the subjects in this group are the elderly, the disabled, the vulnerable in society... so there are certain limitations in the ability to access information and use services.
Mr. Vo Van Tinh, Deputy Director of Agribank Quang Tri said: "Currently, Agribank Quang Tri is implementing priority policies for social security policy beneficiaries such as free card issuance, free annual card fee, free transaction fee via electronic channel...
The implementation process to the people still faces many difficulties, but we believe that with the high determination of all officers and employees, Agribank Quang Tri will effectively implement the policy of the Government and the Provincial People's Committee on promoting digital transformation in non-cash social insurance payments.
Along with propaganda, mobilization, and guidance for people to open accounts and use modern banking services, every year Agribank Quang Tri will allocate maximum social security resources to directly support policy beneficiaries in difficult circumstances throughout the province, demonstrating the bank's high sense of responsibility for the community."
Converting social security benefits from cash to non-cash will contribute to digital transformation, building e-Government, and improving access to modern payment services in the economy.
