Four universities have training facilities in Ho Chi Minh City High-Tech Park, including Ho Chi Minh City University of Technology, Nguyen Tat Thanh University, FPT University and Fulbright University Vietnam.

In particular, the main campus of Fulbright University Vietnam began construction on June 6, 2019 on a 15-hectare land plot located in the High-Tech Park. The university's training activities are still taking place in District 7.

Meanwhile, the remaining three universities have built part or all of their land and put it into use.

According to the detailed planning of Ho Chi Minh City High-Tech Park, these universities are invested and built in training or research - training - transfer subdivisions.

Ho Chi Minh City University of Technology has two plots of land in the High-Tech Park. Of which, the HUTECH High-Quality Training Center is located in the training area with an area of ​​1.6 hectares, located near the main gate of the High-Tech Park (Hanoi Highway). In this area, the school has built and put into operation three buildings. Students of many majors study here.

About 3.5km away on D1 Street is HUTECH High Technology Institute. The Institute is built on a land area of ^{​​46,000m2} . This Institute currently has one building and a football field.

Speaking to Tuoi Tre Online on the morning of June 24, Mr. Nguyen Quoc Anh - Vice Principal of Ho Chi Minh City University of Technology - said that the school followed the investment registration certificate for the school's facilities in the High-Tech Park.

"HUTECH High-Quality Training Center is located in the training area with the function of training and providing high-quality human resources. The center has invested in a system of laboratories and practice rooms to train university students in a number of subjects related to professional skills, practice, and scientific research. The remaining subjects are studied at the school's campus in Binh Thanh district," said Mr. Quoc Anh.

Regarding the HUTECH Institute of High Technology located in the training - research - transfer area, Mr. Quoc Anh said that this institute only provides postgraduate training. Some practical, experimental and research courses for postgraduate students will be organized here. In addition, the institute has also signed training cooperation agreements with more than 100 enterprises on vocational skills training for workers.

Located right next to HUTECH High Technology Institute is Nguyen Tat Thanh University High Technology Development Center. This center project has 4 buildings, started in 2017. In 2021, the school inaugurated the first building.

Nguyen Tat Thanh University High-Tech Development Center has an area of ​​4.7 hectares, with a total investment of more than 1,100 billion VND. The center is designed to include the Administration - Management Block, Institute of Health Sciences, Institute of Medical and Pharmaceutical Research, Institute of Architectural Planning and Construction, Institute of Environmental Science - Biotechnology, Institute of Information Technology Research...

Mr. Hoang Huu Dung - Vice Principal of Nguyen Tat Thanh University - said that the school has invested in many laboratories and practice rooms here. About 100 lecturers of the school are conducting scientific research at the center.

"The school's research institutes have been and are moving to work at this center. There is still a lot of empty space because the laboratory and practice equipment has not arrived in time for installation. The school has invested in dozens of laboratories here. The latest is the dental laboratory and practice room," Mr. Dung added.

Meanwhile, FPT University was requested by the Management Board of Ho Chi Minh City High-Tech Park to stop university training in the High-Tech Park. The inspection results of the management board showed that FPT University's undergraduate training (engineering) accounted for 99.09%, and postgraduate training (master's) accounted for 0.91%.

The inspection team of the management board assessed that the university training (engineering) accounted for 99.09%, which was not in accordance with the objectives granted in the investment registration certificate.

Furthermore, the location introduced as the FPT University branch in Ho Chi Minh City was originally granted to the investor, FPT International Training Institute Ho Chi Minh City. In July 2020, FPT University decided to merge FPT International Training Institute Ho Chi Minh City into the FPT University branch in Ho Chi Minh City.

In addition, on January 17, 2013, the management board sent an official dispatch to FPT University regarding the proposal to build a branch of FPT University in the High-Tech Park, which is not in accordance with the detailed urban construction planning at a scale of 1/2000 of the High-Tech Park.

Land rental issues for Fulbright University project

In May 2024, the Office of the Ho Chi Minh City People's Committee issued a document conveying the conclusions of Vice Chairman of the City People's Committee Bui Xuan Cuong and Chief Auditor of State Audit Region IV Tran Khanh Hoa, at a meeting related to difficulties and problems regarding land rent of Fulbright University Vietnam at the Ho Chi Minh City High-Tech Park.

Accordingly, the City People's Committee and State Audit Office Region IV agreed to have a record of the working content to report to the Prime Minister and the Ministry of Finance as directed.

This record agrees and affirms that the content of the 2018 audit report of the State Audit is in accordance with legal regulations.

Request Fulbright University to provide additional documents and information related to investment policies, cooperation, joint statements, bilateral statements... since the establishment and during the operation of Fulbright University Vietnam, so that the Management Board of the High-Tech Park can draft a report to the Prime Minister.

The investment project to establish Fulbright University Vietnam was approved in principle by the Prime Minister in June 2014.

In February 2016, the Management Board of the High-Tech Park signed a contract to lease land to Fulbright University Vietnam at a price of 0 VND/ ^m2 , an area of ​​more than 15 hectares, for use for 50 years, essentially exempting land rent.
