According to the Vietnam Road Administration, the progress of the national highway maintenance plan for 2025 has not yet met requirements. Currently, 97/201 two-step design projects have not yet approved construction drawings, and 341/394 projects have not yet completed the selection of construction contractors. Disbursement is still very low, estimated to have reached only 4.64% of the assigned budget by March 31.
Faced with the above situation, the Vietnam Road Administration has criticized units for being slow in completing road maintenance work, and at the same time requested investors and the Project Management Board to resolutely direct the acceleration of the implementation of the national highway system maintenance plan in 2025.

Specifically, the two Road Management Zones and 34 Construction Departments criticized by the Vietnam Road Administration include: Road Management Zones I, II, Hoa Binh, Son La, Dien Bien, Yen Bai, Phu Tho, Vinh Phuc, Tuyen Quang, Ha Giang, Cao Bang, Bac Kan, Quang Ninh, Lang Son, Bac Ninh, Bac Giang, Hai Duong, Nam Dinh, Ninh Binh, Thanh Hoa, Thua Thien-Hue, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Dak Lak, Dak Nong, Lam Dong, Ninh Thuan, Ba Ria-Vung Tau, Binh Phuoc, Kien Giang, Hau Giang, An Giang and Tay Ninh.
In addition to criticism, the Vietnam Road Administration also requested units to focus on urging construction packages, speeding up progress and promptly accepting and paying for completed volumes; Urgently complete the preparation and approval of technical economic reports on projects supplementing the national highway system maintenance plan in 2025 before May 30 to adjust and supplement the Maintenance Plan and expenditure estimates for 2025 as a basis for implementation. Seriously update data on the disbursement software as required by the Vietnam Road Administration. The Vietnam Road Administration will consider handling responsibilities for investors, Project Management Boards, agencies, units and individuals related to the implementation of the 2025 Maintenance Plan behind schedule.
