When I return to my family, I will try to work hard to create a prosperous life for my family," prisoner Luong Duy Phuc shared.

The general psychology of prisoners when entering the prison is often bewildered and fearful, but it is the encouragement of the Detention Camp staff that helps them erase their inferiority complex, determined to reform well to soon return to their families. Prisoner Vo Hoai Nam (residing in Thap Muoi district) was sentenced to 4 years in prison for organizing gambling, and has served 30 months. During this period, prisoner Vo Hoai Nam was considered for a partial reduction of his prison sentence thanks to his good rehabilitation results. "I always try to comply with the regulations, encourage my family to fully pay compensation for court fees and additional penalties of the sentence," this prisoner confided.
On the occasion of April 30 and May 1, Dong Thap Provincial Police considered amnesty for 23 prisoners, reducing the full term and part of the prison term for 4 prisoners. The conditions for being considered for a sentence reduction must ensure that the convicted person has served 1/3 of the sentence according to the sentence imposed by the court, the prisoner has made much progress, complied with the regulations of the detention facility, actively studied, worked, and reformed, and must have enough periods of prison sentence execution classification of good or better. In addition, the prisoner must have completed the court fees and compensated at least 1/2 of the civil obligations according to the announced judgment.
The work of amnesty and sentence reduction always complies with legal regulations, ensuring humanity, humaneness, objectivity, fairness, and encouraging prisoners to compete to reform and make progress. The Board of Directors of the Dong Thap Provincial Police Detention Camp regularly encourages prisoners to compete to reform well so that they can soon return to their families and reintegrate into the community, demonstrating the humane policies of the Party and State.
Lieutenant Colonel Nguyen Thi Mong Cam, Deputy Warden of the Dong Thap Police Detention Center in Dong Thap province, said: “The Detention Center continues to promote the effectiveness of disseminating and educating the law to prisoners; launching a movement to compete in implementing the four standards for serving prison sentences among prisoners. The Board of Warden conducts impartial and objective consideration and proposals for reducing the term of serving prison sentences; considers and proposes amnesty for prisoners so that prisoners can feel secure, confident, and determined to reform in order to soon enjoy leniency policies and return to society as useful people.”
The Detention Center also cares about civil rights and policies for those who have completed their prison sentences when they return to their locality. Prisoners who are about to complete their prison sentences are able to participate in popular classes on preparing for reintegration into the community such as: Psychological counseling, legal procedure support, career orientation; introduction to the basic contents of the Law on Residence, the Law on Identity Cards, and regulations on criminal record deletion. Especially, information about the Credit Program under Decision No. 22 of the Prime Minister, helping those who have completed their prison sentences have capital to produce, do business, and stabilize their lives.
Two months before the prisoner completes his/her prison sentence, the Detention Center notifies the People's Committee of the commune level about the date the prisoner will be released to return to his/her place of residence to receive support and stabilize his/her life. The Detention Center of Dong Thap Provincial Police also proactively coordinates to issue ID cards to prisoners before the end of their sentences, creating favorable conditions for them to reintegrate into the community. The support of the Detention Center staff, the lenient policies of the Party and State, and the acceptance of society will help the day of return of progressive prisoners become closer and more meaningful.
