Pursuant to Decision No. 2836/QD-BVHTTDL dated September 30, 2024 of the Minister of Culture, Sports and Tourism on organizing the "National Cai Luong Festival - 2024", the Department of Performing Arts will preside over and coordinate with the Vietnam Association of Stage Artists, the Department of Culture, Sports and Tourism of Can Tho city and relevant agencies and units to organize the "National Cai Luong Festival - 2024" taking place from October 25, 2024 to November 15, 2024 at the Can Tho City Cultural Center (Bai Cat area, Cai Khe ward, Ninh Kieu district, Can Tho city).

Participants in the festival include professional Cai Luong art units inside and outside the public sector (units with legal status, operating in the field of professional Cai Luong art performance for 12 months or more up to the time of participating in the festival); central art units (under the Ministry of Culture, Sports and Tourism, Ministry of National Defense, Ministry of Public Security); local art units.
According to the Department of Performing Arts, this year's Festival will feature nearly 1,500 artists and actors from 30 art units/troupes with 34 plays, promising not to disappoint audiences who love Cai Luong. This is considered a professional playground for Cai Luong artists in particular and the art sector in general. "National Cai Luong Festival - 2024" is a regular activity organized by the Ministry of Culture, Sports and Tourism, requesting professional units operating in the Cai Luong art form to participate in order to contribute to the construction and development of Vietnamese stage arts.
Also according to the Department of Performing Arts, regulations for art units and artists participating in the Festival: Each unit is allowed to participate in 01 play. In case a public art unit has many troupes, the number of plays that can participate in the Festival corresponds to the number of troupes. The unit is responsible for completing the play to meet professional and artistic quality. Artists and actors playing the main and secondary roles must be those who have received professional training or have participated in Cai Luong art performances continuously for 03 years or more at an art unit with legal status. Artists and actors playing the main and secondary roles can participate in no more than 02 plays at the Festival.
In addition, participating art units and artists must comply with Decree No. 144/2020/ND-CP dated December 14, 2020 of the Government "Regulations on performing arts activities"; regulations on copyright, related rights, rights of performing artists and current legal provisions; comply with the performance schedule arranged by the Organizing Committee. The Organizing Committee has the right to use the plays and images of art units and artists to serve state management work.
Regulations for plays: No restrictions on subject matter; plays participating in the Festival must be approved by the competent authority 15 days before the Festival Opening. In special cases, the unit must send a high-quality recording of the play to the Department of Performing Arts for the Organizing Committee to review and decide. Each play has a duration of 90 minutes to 150 minutes, excluding intermission (if any).
Participating in the Festival are newly staged plays or plays restored with new creative teams from 2017 to present; plays that have not participated in professional art competitions and festivals organized by the Ministry of Culture, Sports and Tourism, professional associations, the Ministry of National Defense, the Ministry of Public Security and localities. Scripts composed before 2005 and foreign scripts are not allowed. In case the scripts composed before 2005, after being adjusted to suit the present, must have the consent of the author (or legal representative) to be allowed to participate in the Festival.
Regarding the content of the play: It must not be contrary to the Party's guidelines and policies and the State's laws; insult leaders, national heroes, and celebrities; infringe upon the legitimate rights and interests of organizations and individuals; and go against the will and aspirations of the People. It is encouraged that the play has content responding to the Campaign "Studying and following Ho Chi Minh's ideology, morality, and lifestyle"; and carrying out the key tasks of the 13th National Congress of the Party on "Comprehensive human development and building an advanced Vietnamese culture imbued with national identity. Arousing the aspiration to develop a prosperous and happy country; promoting cultural values and the strength of the Vietnamese people in the cause of building and defending the Fatherland and international integration".
For the reward part, The Ministry of Culture, Sports and Tourism will have the following forms of rewards: Gold Medals and Silver Medals for plays with high quality content and art, meeting the criteria in the Judging and Awarding Regulations. Gold Medals and Silver Medals for individual performing artists meeting the criteria in the Judging and Awarding Regulations. Artists and actors participating in many roles in many plays at the Festival, if they meet the scoring frame for many plays, will only receive 01 highest award. 01 Excellence Award (if any) for each creative component in the plays participating in the Festival including: Art Direction, Author, Adaptation Author, Director, Musician, Orchestra, Art Designer, Choreographer (Excellence Awards for creative components are not included in the number of awards prescribed for plays and actors).
The National Cai Luong Festival is an opportunity for cultural management agencies and leaders of art units to search for and discover promising young talents, from which to plan training, fostering, and orienting development in accordance with the traditional art of the country. This is also an opportunity for artists who love their profession to express themselves and contribute; not only the veteran faces, but also the young actors, who will bring new winds to Cai Luong art.
