On the afternoon of March 9, speaking with a reporter from Nguoi Lao Dong Newspaper , Mr. Pham Chi Hieu, Deputy Director of the Department of Finance of Ha Tinh Province, said that he is currently on a business trip so he does not yet know clearly who made provocative comments and made indecent comparisons about economic and social conditions between localities. Specifically, criticizing Quang Binh as a "second-class citizen" caused outrage in the online community, leading to a wave of criticism whether he is an officer or employee of the Department or not.

"Because today is Sunday and I am also on a business trip, I have not returned to work and find out specifically which department that person works in. I have only learned about this through the press, so early this week we will return to check and work with relevant parties. If it is an officer or employee of the Department, then there will be a form of handling according to regulations," said Mr. Hieu.
Previously, as reported by Nguoi Lao Dong Newspaper on March 8, the Department of Cyber Security and High-Tech Crime Prevention - Ha Tinh Provincial Police issued a decision to administratively fine Mr. TDT (born in 1991; residing in Van Yen Ward, Ha Tinh City) VND 7.5 million.
The reason is that Mr. TDT posted comments that caused a "storm" of public opinion, which could negatively affect solidarity between localities.
According to the verification results, on March 6, when participating in the debate under the post of the account "Hieu Vu Trung" about the policy of arranging provincial administrative units, Mr. TDT used provocative words, making rude comparisons about the economic and social conditions between localities. Specifically, T. criticized Quang Binh as "second-class citizens".
This comment immediately caused outrage in the online community, leading to a wave of criticism.
At the meeting with the authorities, Mr. TDT admitted his wrongdoings, pledged not to repeat the offense, and removed the rude comments on his personal page.
TDT's behavior violated the law, specifically point a, clause 1, Article 101 of Decree 15/2020 regulating administrative sanctions for violations in the fields of post, telecommunications, radio frequencies, information technology, network information security and electronic transactions.
