From February 15, the Ministry of Transport will apply a new Circular allowing inspection of 19 cases of car modifications without having to prepare design documents.
Circular 43/2023 amends and supplements a number of articles of Circular 85/2014 regulating the renovation of road motor vehicles. In which, there are 9 cases of modified and renovated cars that are still inspected to issue certificates, similar to regular vehicles without having to undergo acceptance testing.
These include vehicles that change the passenger compartment door; change some cargo bed structures without increasing the height of the cargo bed; install or remove dust covers for the cargo bed; install, replace or remove covers for the cargo and luggage compartments of pickup trucks; and install separate fog lights.
Cases where cars replace the front lighting cluster, replace other types of bulbs with equivalent power consumption, change details, body parts, change the design of some details of the body such as the front grille, spoiler, install a wind hood on the roof of the truck cabin, steps, exhaust pipe decoration, decorative light protection belts, are also subject to vehicle inspection.
In addition, trucks that add or replace cargo lifting equipment that has a safety certificate from a competent authority or remove this equipment do not need to prepare a vehicle modification design file.

Circular 43 also adds 10 cases that are allowed to be inspected without having to prepare a design file for a modified motor vehicle as before.
This list includes driving practice and testing vehicles with brake pedal linkage devices installed; replacement or removal of cargo and luggage compartment covers for pickup trucks; dump trucks and tank trucks imported, manufactured, assembled, or modified before November 2014 that voluntarily want to reduce the volume of the cargo compartment; vehicles that have been modified to install a new fuel supply system; replacement or removal of roof racks for passenger cars; replacement or removal of the wind hood on the roof of tractor cabs; modification of pumps, oil tanks, and hydraulic piping systems of tractors; and changes to passenger seats.
According to the leader of the Vietnam Register, Circular 43 has fundamentally changed the definition of motor vehicle modification, helping to simplify procedures in performing motor vehicle modification. Vehicle owners can change and modify some details on the vehicle without worrying about registration issues.
"Currently, some car manufacturers have the same car model but have many product options, exterior details for the vehicle, the product has the manufacturer's design documents. People can change these designs for the vehicle and it is not considered a modification, the vehicle is still inspected normally," said the Department's leader.
