Circular 47/2024, effective from January 1, 2025, stipulates that motor vehicle conversion certificates can be reissued in case of loss, damage, or incorrect information and can be performed by any inspection facility nationwide.

Specifically, in case a motor vehicle has been issued a certificate of renovation but the validity period has expired and the vehicle registration certificate has not been renewed, the vehicle owner will be reissued a certificate of renovation of the motor vehicle.
Then, the vehicle owner brings this paper to the police agency to reissue the vehicle registration certificate based on the inspection and comparison between the actual vehicle and the technical specifications of the issued renovation certificate.
If the motor vehicle has discrepancies in information with the vehicle registration certificate, but has not been granted a certificate of renovation, it must carry out the procedures for certification of renovation according to regulations.
In particular, if the motor vehicle has a discrepancy with the vehicle registration certificate but the technical parameters and images of the vehicle are consistent with the inspection certificate issued at the most recent inspection before the effective date of this Circular, it is exempt from design documents. The inspection and certification are carried out normally as if the vehicle is exempt from design documents.
Motor vehicles with discrepancies with the registration certificate and the most recently issued inspection certificate regarding technical parameters (unladen weight; structure, cargo size; vehicle dimensions), the vehicle owner must prepare a design file for inspection, assessment and issuance of a certificate of renovation.
Accordingly, in case the renovation certificate is lost or damaged, the inspection facility shall base on the data stored on the vehicle renovation management software and the archived renovation records to reissue it to the vehicle owner within 1 working day from the time of receiving the records for records stored at the inspection facility; or within 3 working days if the records are stored at another inspection facility.
