Yen Bai: Review and evaluate state budget revenue targets for the first 3 months of 2025

Right from the beginning of the year, the Provincial People's Committee has focused on leading and directing functional departments, branches and localities to drastically implement solutions for budget collection in 2025, along with continuing to promptly and effectively organize the implementation of key solutions to improve the investment and business environment, improve the provincial competitiveness index, administrative reform index, create all favorable conditions to promote and improve the efficiency of production and business activities of enterprises, create stable and sustainable revenue sources for the state budget. Along with that, the province directed districts, towns and cities to issue revenue scenarios for each locality for implementation; established a Working Group to guide, remove difficulties and urge districts, towns and cities in the budget collection work in 2025, headed by leaders of the Provincial People's Committee, and continue to effectively implement the Steering Committee and the Standing Team to deploy the application of electronic invoices in the province.

In the first 3 months of 2025, thanks to the close direction of the Provincial Party Committee, the Provincial People's Committee and the proactiveness and positivity of sectors and localities, the total budget revenue in the area is estimated to be higher than the 3-month scenario and the same period, in which 12/16 revenue items increased compared to the same period and scenario, creating a premise to complete the budget revenue scenario for March and the second quarter of 2025. Thanks to that, the local budget balance is ensured, and large spending tasks are fully allocated funding sources.

At the Conference, leaders of departments, branches and localities assessed the results of state budget collection in the first 3 months of the year and identified difficulties and obstacles in implementing budget collection from now until the end of the year. In particular, tax exemption and reduction policies issued by the central government in 2025 such as 2% reduction in value added tax until June 30, 2025, reduction in environmental protection tax until the end of 2025; unfavorable weather conditions in the first months of the year affected the production and business activities of a number of industries such as livestock, crop cultivation, hydroelectric power generation; some businesses affected by storm No. 3 need time to resume production; some land funds were auctioned but no customers participated.

Delegates said that in order to complete the budget collection task, all levels and sectors need to continue to make efforts and focus on drastically and effectively implementing tasks and solutions according to the Resolutions of the National Assembly, the Government, and the directions of the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee.

Concluding the Conference, Chairman of the Provincial People's Committee Nguyen Tuan Anh acknowledged and highly appreciated the efforts of departments, branches and localities in proactively and flexibly implementing synchronous solutions to achieve remarkable results in state budget collection in the first months of the year.

Emphasizing that in the second quarter and the remaining months of 2025, the socio-economic situation is forecasted to continue to face many difficulties and challenges, but there are also many advantages such as the synchronous implementation of tasks and solutions from the central to local levels to achieve double-digit growth results, the real estate market is likely to recover due to the policy of implementing the arrangement of administrative units of provinces and cities, large projects with the ability to promote socio-economy are simultaneously implemented...

Therefore, to complete the monthly and annual revenue collection scenario for 2025, Chairman of the Provincial People's Committee Nguyen Tuan Anh requested departments, branches and localities to continue to synchronously and effectively implement tasks and solutions on socio-economic development in general and the budget revenue collection scenario in particular according to the conclusions and directions of the Provincial Party Committee and the Provincial People's Committee.

Along with that, promote administrative reform, enhance digital transformation associated with the task of budget collection in all fields; proactively study the Central regulations to focus on implementing budget collection for online business fields.

Effectively implement 3 National Target Programs; support policies of the Provincial People's Council in developing agricultural and forestry production; support small and medium enterprises; support and attract investment; support the development of collective economy. At the same time, promote calling for and attracting investment; strengthen dialogue, answer questions and make recommendations to proactively remove difficulties for enterprises, especially in administrative procedures, taxes, investment and business environment, land, site clearance, access to capital, product consumption; improve the effectiveness of trade promotion, investment promotion, tourism promotion... to promote production and business development, creating sustainable revenue for the budget.

Sectors, units and localities need to regularly monitor the development of budget collection, grasp revenue sources and the number of taxpayers in the area, proactively develop plans to compensate for sources affected by policies to ensure that the total revenue of each sector and locality is completed according to the scenario; promptly report and share good practices as well as good lessons learned in organizing the implementation of budget collection tasks of sectors and localities so that they can be replicated throughout the province, contributing to the whole province to successfully complete the assigned state budget collection targets and plans in 2025.
