Yen Bai established a Steering Committee to implement the Lao Cai - Hanoi - Hai Phong railway construction investment project.

Accordingly, the Steering Committee consists of 1 head, 1 permanent deputy head and members who are directors, heads of departments, branches, and localities: Agriculture and Environment; Finance; Industry and Trade; Culture, Sports and Tourism; Provincial Industrial Park Management Board; Provincial Police; Provincial Military Command; Provincial People's Committee Office; Provincial Land Registration Office; Yen Bai Electricity Company; Yen Bai Telecommunications; Viettel Yen Bai; Yen Bai City People's Committee; Tran Yen District People's Committee; Van Yen District People's Committee.

The Steering Committee is responsible for assisting the People's Committee in directing and coordinating the resolution of tasks and tasks related to the investment project to build the Lao Cai - Hanoi - Hai Phong railway, the section passing through Yen Bai province. In particular, it focuses on directing and urging departments, branches, sectors, People's Committees of districts, cities and related agencies and units in performing tasks under the responsibility of Yen Bai province throughout the project implementation process, especially in site clearance.

Coordinate with project investors and relevant agencies and units to study and propose solutions to remove difficulties and obstacles to speed up project progress according to the direction of the Government and the Prime Minister; synthesize and evaluate the performance of tasks of departments, branches, sectors, People's Committees of districts, cities and relevant agencies and units to report to the Provincial People's Committee according to regulations.

The Lao Cai - Hanoi - Hai Phong railway starts from the junction with the Chinese railway in Lao Cai city, Lao Cai province, and ends at Lach Huyen Port Station in Cat Hai district, Hai Phong city.

According to the study of the Consultant, the expected length of the main route: L=391.04km, the connecting route L=5.73km; 02 branch routes: 20.33km; the route passes through 09 provinces and cities, including: Lao Cai, Yen Bai, Phu Tho, Vinh Phuc, Hanoi, Bac Ninh, Hung Yen, Hai Duong and Hai Phong. The route passing through Hai Phong city has an expected length of 46.26km: From the border with Thanh Ha district, Hai Duong province with An Lao district, Hai Phong city, the route intersects with National Highway 10, runs parallel to the right of Hanoi - Hai Phong expressway; intersects with provincial roads: DT.354, DT.363, DT.353 and crosses Lach Tray river, turns parallel to the right of Tan Vu - Lach Huyen road to the end of the route at Lach Huyen Port area. On the route, there are 2 branch lines from Nam Hai Phong station to Nam Do Son port area and a branch line from Nam Dinh Vu station to Dinh Vu port area; it is expected that there will be 6 stations within Hai Phong city.
