Promoting foreign non-governmental aid

On June 27, in Nha Trang City, Khanh Hoa Provincial People's Committee coordinated with the Vietnam Union of Friendship Organizations to organize a conference to promote foreign non-governmental aid mobilization in 2023. The conference was held in person and online.

Speaking at the opening of the conference, Mr. Le Huu Hoang, Permanent Vice Chairman of Khanh Hoa Provincial People's Committee, said that in the period of 2018 - May 2023, Khanh Hoa province had about more than 50 foreign non-governmental organizations providing aid, with 99 project and non-project aid packages.

The total aid capital is nearly 4.1 million USD (equivalent to about 97 billion VND). Aid activities of foreign non-governmental organizations are deployed in the province mainly in the fields of solving social issues, health, education, etc.

Aid programs and projects of non-governmental organizations always closely follow people's needs, accessibility and local development strategies, and are sustainable and practical.

“In the coming time, Khanh Hoa province will continue to make efforts to develop the economy, improve people's lives, ensure social security; improve the business environment, administrative procedures, perfect institutions and policies, and plans for local economic development to attract domestic and foreign investment resources.

Therefore, the province hopes to receive technical support and aid funds from foreign non-governmental organizations, international organizations, and sponsors for the construction and development process of the locality, especially in rural, remote and isolated areas of Khanh Hoa province," Mr. Hoang informed.

Mr. Hoang affirmed that the province will always accompany and coordinate well with foreign non-governmental organizations, international organizations and donors to implement cooperation agreements in the most effective way...

At the conference, Ms. Trinh Thi Mai Phuong, Deputy Director of the Department of Foreign Affairs - Ministry of Foreign Affairs, said that the work of promoting and mobilizing foreign non-governmental aid (NGO) in recent times has been basically implemented in accordance with the Party's guidelines and policies and the State's laws and policies.

According to statistics in 2022, the value of foreign non-governmental aid continues to remain above the threshold of 200 million USD. In Vietnam, there are currently about 400 foreign non-governmental organizations registered to operate, providing aid for humanitarian purposes and supporting development in many fields in 63 provinces and cities.

Ms. Phuong said that 2023 is the first year of implementing Decree No. 58 on registration, management and operation of NGOs in Vietnam.

The Decree has been reviewed and revised to comply with new legal regulations and to address existing problems in the registration and management of NGOs' activities, such as simplifying administrative procedures, strengthening post-inspection, and creating incentives for these organizations to operate in Vietnam.

The conference provided time for representatives of departments, sectors, localities, foreign non-governmental organizations, international organizations, and donors to exchange and discuss priority orientations for attracting foreign non-governmental aid in the fields of health, education and training, and solving social issues.

Accordingly, at this conference, Khanh Hoa province informed and called on NGOs to prioritize aid for a number of projects such as: Equipping automatic hematology testing machines and automatic immunology testing machines at Khanh Son District Medical Center; closed-circuit anesthesia machine system at Dien Khanh District Medical Center; building an examination and treatment area for Asthma-COPD patients at the Tuberculosis and Lung Disease Hospital; transcranial magnetic stimulation machine at Khanh Hoa Provincial Psychiatric Hospital; Beluga neonatal resuscitation kit at Yersin Nha Trang General Hospital...

Social projects include: Supporting families and children from poor households in the two mountainous districts of Khanh Son and Khanh Vinh; supporting investment in improving the quality of vocational education at secondary schools, creating jobs for workers after graduation; supporting psychotherapy for subjects participating in drug rehabilitation at the Khanh Hoa Provincial Drug Rehabilitation Center to prepare for sustainable reintegration into the community...

In addition, there are investment projects to upgrade facilities of some primary schools in Khanh Vinh district (A Xay school site of Khanh Nam Primary School, Le Van Tam Secondary School); construction of classrooms at kindergartens: Van Phu, Van Phuoc, Van Tho (Van Ninh district)...

Mr. Rad Kivette, General Director of VinaCapital Foundation shared: “To carry out volunteer projects and humanitarian support, we need to clearly understand the origin and problems of the locality and the community in need of help. Through the presentations of the localities and organizations, I found them very good and impressive. We can clearly understand the problem to be able to support better”.

On this occasion, Khanh Vinh District People's Committee and White Flower Organization (France) signed a memorandum of understanding on the project "Supporting funding for the complete reconstruction of sanitary facilities for 2 schools in Khanh Vinh District".
