A new spring is coming, bringing with it faith and hope. The spring atmosphere is evident at the construction sites of key traffic works. Engineers and workers are rushing and urgently working hard to complete meters of roads and bridge spans. Contractors are making efforts to speed up the final stage of construction, so that important traffic works can be put into operation soon, facilitating people's travel, paving the way to promote socio-economic development of the province.
Driving force
When the first kilometers of the East-West route are basically completed, connecting with the intersection to the Mai Son-National Highway 45, the shape of the large inter-regional and inter-provincial road is gradually becoming clear. Looking at the new, spacious road about to be put into use, Mr. Nguyen Van Truong, a retired official in Tam Diep city, expressed: "In just a short time, the road passing through the city has taken on a different appearance. This change is not only significant in terms of traffic but also marks the development of the locality. Witnessing the change of our hometown, we are all excited. Hopefully, when the road is completed, it will continue to create momentum for socio-economic development for the young city".
The East-West Road Construction Investment Project in Ninh Binh Province (Phase I) has been identified by the Provincial Party Committee, term XXII, 2020-2025 as a key project that must be completed as soon as possible to create momentum and a breakthrough in the province's socio-economic development in the immediate future and has a strategic and long-term vision. The project (Phase I) is 23 km long, from Tam Diep to Nho Quan. This is the largest inter-regional traffic connection project ever in Ninh Binh Province, creating a strategic traffic axis, synchronously connecting with the province's traffic system; connecting economic centers with the World Cultural and Natural Heritage of Trang An Scenic Landscape Complex, Cuc Phuong mountain forest area and Kim Son coastal area with great potential; opening up space, creating new space and momentum to promote the province's socio-economic development rapidly and sustainably.
Comrade Pham Quoc Chinh, Director of the Provincial Traffic Construction Investment Project Management Board, said: Site clearance work has been carried out for 8 lanes of the entire route. Up to now, localities have handed over 20.2/22.9 km of site. The investor is coordinating with relevant units to direct the acceleration of progress, striving to put the project into operation in 2025. The completed route will synchronously connect with important national traffic axes such as: North-South Expressway in the East, National Highway 1A, coastal road, North-South railway... opening up a connection with the Ho Chi Minh route and inter-regional connection between the Northwest region (Hoa Binh, Son La) and the Red River Delta.
Mr. Le Anh Tu, Director of Thanh Trung Construction and Trading Company Limited, representative of the joint venture contractor, shared: Taking advantage of the sunny weather, the contractor gathered hundreds of engineers and workers, mobilizing all machinery and materials for construction. In addition, the consulting and supervising contractors and the investor were always present at the construction site to supervise the construction quality, techniques as well as ensure the proposed progress.
Currently, the units are implementing the construction of the roadbed on the handed-over land area, basically completing the asphalt pavement and connecting the first section of the East-West route with the intersection to the Mai Son-National Highway 45. Contractors are focusing on constructing cross-road culverts. The Ma Chanh, Song Van, Xuan Vien bridges... are basically completed, the bridge deck and railings are being completed. The implementation value has reached nearly 40% compared to the contract.
Open up room for development

Ninh Binh province has identified one of the three breakthroughs in the 2020-2025 term as focusing on developing synchronous, modern, intra-regional and inter-regional transport infrastructure. In particular, focusing on investing in important transport projects, creating momentum in attracting investment is an important factor in promoting socio-economic development and restructuring the economy, making Ninh Binh a growth pole of the Red River Delta region.
Therefore, since the beginning of the term, the Provincial Party Committee has issued many resolutions and action programs on developing transport infrastructure, of which Resolution No. 10-NQ/TU, dated December 14, 2021 on building synchronous infrastructure, developing civilized and modern urban areas in the period of 2021-2025, with a vision to 2030, has clearly defined the goal of focusing on investing in important transport infrastructure, ensuring regional and inter-regional connectivity, expanding urban space, creating space and driving force for socio-economic development.
The Provincial Party Committee Standing Committee continues to implement the viewpoint of strengthening leadership and direction on public investment, requiring a focus on quickly and thoroughly implementing each project, putting it into operation, promoting efficiency, creating the basis and driving force for attracting investment, developing the socio-economy, directing the allocation of concentrated capital, prioritizing key projects and projects with the potential for early completion. The Provincial People's Committee continues to be highly determined in implementing and disbursing public investment projects.
By the end of 2023, Ninh Binh will complete and put into operation many important works and projects with strategic roles such as: The route connecting National Highway 12B with National Highway 21B from Tu Bridge to Co Bridge; coordinating the inauguration of the Mai Son-National Highway 45 section; basically completing the asphalt paving and connecting the first section of the East-West route connecting with the intersection to the Mai Son-National Highway 45; basically completing a number of routes and bridges across the Vac River of the DT.482 route project; completing procedures and starting construction of Cha La Bridge; implementing the construction of the embankment on both banks of the Van River from Lim Bridge to Van Sang Bridge... This is of special importance, creating a driving force to strongly promote the socio-economic development of the province in the short term and with strategic and long-term vision; reducing most of the means of transport entering the center of the province's urban areas; create favorable conditions to exploit the potential and strengths of areas previously considered "lowland" due to traffic limitations; open up new space and room for rapid and sustainable socio-economic development of Ninh Binh province and other provinces.
Also in the period of 2021-2025, Ninh Binh will conduct surveys, carry out investment procedures or research and propose investment in the construction of: East-West route (phase II); Ninh Binh - Hai Phong expressway (section through Ninh Binh province); plan to connect the East-West route with Ho Chi Minh route to connect and synchronize with the Northwestern provinces, creating inter-regional connectivity between the Red River Delta and the mountainous and midland regions of the North.
With the attention and drastic direction of the Party Central Committee, the National Assembly, the Government, and the close coordination between ministries, branches, and localities, Ninh Binh province has been striving to complete the task of developing a synchronous and modern transport infrastructure system, creating a more reasonable, effective and professional transport structure, contributing to the successful implementation of Resolution No. 30-NQ/TW, dated November 23, 2022 of the Politburo on socio-economic development and ensuring national defense and security in the Red River Delta region to 2030, with a vision to 2045 and the Resolution of the 22nd Ninh Binh Provincial Party Congress, soon making Ninh Binh a fairly developed province in the Red River Delta region.
