Inspecting the Van Ninh - Cam Lo project, Minister of Transport Tran Hong Minh requested the investor and contractors to closely follow the progress and coordinate with the locality to completely clear the site to open traffic synchronously with other projects.
Progress must ensure project quality
On January 3, a working delegation of the Ministry of Transport led by Minister Tran Hong Minh continued to inspect the construction progress of the North-South expressway projects, Bung-Van Ninh section and Van Ninh-Cam Lo section passing through the two provinces of Quang Binh and Quang Tri.
The investor and contractor reported the construction progress of the Bung - Van Ninh project to Minister Tran Hong Minh.
At this time, on the Bung - Van Ninh - Cam Lo route, contractors have basically paved asphalt concrete on many sections of the route; items are being deployed such as: reinforcing the positive slope, building a guardrail system, installing a median strip...
On the route, taking advantage of the sunny weather after a long period of drizzle, hundreds of workers and engineers from the contractors are divided into many groups and are working hurriedly to make up for the shortage of output.
During the inspection, the working group stopped to inspect some key project items such as: An Ma bridge, Long Dai bridge, embankments that exceed the terrain, hills with large slopes, etc.
At the Long Dai bridge project, part of the Bung - Van Ninh project, reporting to the Minister and the working delegation, the representative of the construction unit said that the bridge has a total construction value of 630 billion VND, is 1.2km long and is constructed using prestressed reinforced concrete technology.
Minister Tran Hong Minh reminded investors and contractors that speeding up progress must go hand in hand with ensuring project quality.
The bridge was closed on December 26, 4 months ahead of schedule compared to April 30, 2025. At this time, the unit is cleaning the bridge surface to lay asphalt.
During the inspection, Minister Tran Hong Minh praised the investor and contractors for controlling the quality and progress of the project well. However, the Minister noted the testing work before moving to the next phase, the thickness of the crushed stone layer during compaction, the compaction and tightness of the roadbed, etc.
"Everything must be done according to technical standards, but sometimes the construction is too thick, causing layers that affect the quality of the project. Close supervision at each stage will certainly produce good products, and the finished road will have high quality, technique, and aesthetics," the Minister noted.
Minister Tran Hong Minh gave gifts to encourage workers and engineers working at the Bung - Van Ninh project.
Risk of delay in traffic opening due to land acquisition issues
Reporting to the Minister and the working delegation on the progress of the Van Ninh - Cam Lo expressway project, Mr. Nguyen Vu Quy - Director of the Ho Chi Minh City Project Management Board (project investor) informed: Up to now, the two localities of Quang Binh and Quang Tri have handed over 65.431/65.551km, reaching 99.8%. Of which, 321m of the handed over site has not been cleared, and the remaining 120m has not been handed over.
Of which, Quang Binh province has handed over 32.8km, equivalent to 99.7% of the site, with 0.12km remaining on the main route; 80m of the QL9C road; 120m of the main route still stuck at Km 691+450 - Km 691+470 belonging to households; 80m of the QL9C road still stuck at Km 1+840 - Km 1+860 belonging to Truong Thuy commune, Le Thuy district.
In Quang Tri province, the locality has handed over 32,534/32,534km, reaching 100% of the site on the main route. Of which, the clean site is eligible for construction for 32,485/32,534km, reaching 99.84%, and the handed over site is not yet clean for 0.321km.
Up to now, the accumulated output is 3,924.59/5,548.55 billion VND, reaching about 70.7% of the contract value, basically following the progress.
Minister Tran Hong Minh answered questions from people affected by the project and hoped that people would support the policy of making a national project.
Notably, at the locations of overpasses, intersections, and return roads, 86 households are still stuck.
According to Mr. Quy, the Van Ninh - Cam Lo project will open the main route according to the milestone of April 30, 2025. However, there are still 3 overpasses on the route that are stuck in the land clearance because the households have not agreed with the plans proposed by the locality, so construction cannot be carried out. If the locality hands over in January, it will take until June 30, 2025 to open these 3 locations, 2 months later than the milestone of opening the road.
At the scene, Mr. Le Duc Tien, Vice Chairman of the People's Committee of Quang Tri province, pledged to the Minister and the working delegation that next week they will hold a meeting with households to agree on a reasonable compensation plan.
After listening to the reports from the units, the Minister requested that the local authorities support the investor in quickly clearing the remaining areas. According to the Minister, the 65.5km route has basically been cleared thanks to the efforts of the localities and investors. Therefore, it is impossible to let a few sections of the route with uncleared ground affect the entire project.
Here, Minister Tran Hong Minh listened to opinions and answered the recommendations of households who did not agree with the construction plan. At the same time, he requested the leaders of Quang Tri province to directly come down to listen to the thoughts and aspirations of the people so that they could understand and share.
Minister Tran Hong Minh and the delegation of the Ministry of Transport offered incense at martyrs' cemeteries in Quang Tri province.
The Minister emphasized: "With the current land acquisition situation, the Van Ninh - Cam Lo project is only eligible to open the main route according to the April 30, 2025 milestone. As for the remaining 3 overpasses, the contractor must concentrate machinery and equipment, arrange human resources so that as soon as the land is handed over, they can work day and night, work through Tet, and strive to open the entire route to traffic by June 30, 2025.
During construction at existing road intersections, construction units must ensure traffic safety, environmental sanitation, and not affect people's lives and travel.
On the same day, Minister Tran Hong Minh led a delegation to offer incense and lay wreaths in gratitude and memory of heroes and martyrs at the Truong Son National Martyrs' Cemetery in Gio Linh district, the National Martyrs' Cemetery on Road 9 in Cam Lo district and the Central Memorial of the Special National Historical Relic of Quang Tri Ancient Citadel in Quang Tri town (Quang Tri province).
The delegation offered incense at Quang Tri Citadel, Bell Tower, and dropped flowers to commemorate heroic martyrs on Thach Han River.
Truong Son National Martyrs' Cemetery and Road 9 National Martyrs' Cemetery in Quang Tri are currently the resting places of 10,261 heroes and martyrs who fought and sacrificed their lives on the Ho Chi Minh Trail during the anti-American war to save the country, and more than 10,700 heroes and martyrs from all over the country who sacrificed their lives on the Quang Tri battlefield and performed noble international duties in Laos.
