Wrongly classified party members, an official was not reappointed

Party member's feelings

We waited for quite a while before meeting Mr. Tran Quang Bien, who was transporting gas cylinders for hire to households. Taking off his sweat-soaked shirt, Mr. Bien said: “On February 19, 2025, my family felt like a burden had been lifted when we received the decision of the Trung Giang Commune Party Committee to cancel the classification of party members who did not complete their tasks in 2020, and instead classify me as a party member who completed their tasks well. I see this move as an admission of guilt by the collective Party Committee of the commune for the unjust accusation of a party member.

In March 2024, Mr. Tran Quang Bien was re-elected as Vice Chairman of the Vietnam Fatherland Front Committee of Trung Giang Commune for the 2024-2029 term. On April 11, 2024, the Party Executive Committee of Trung Giang Commune held an expanded conference to carry out the procedure for Mr. Tran Quang Bien and Ms. Le Thi Mai Ly. The conference agreed to conduct a vote of confidence.

As a result, Mr. Bien received 17/24 votes and Ms. Ly received 9/24 votes. After this conference, the Party Executive Committee of Trung Giang commune held the next meeting and voted, Mr. Bien received 8/8 votes. The Party Executive Committee requested the Standing Committee of the Party Committee to issue a notice on personnel work in preparation for the Commune Front Congress at the end of 2024. However, the superiors informed that Mr. Bien did not meet the requirements because during his time as Party cell secretary of Ha Loi Trung village, in 2020, he was classified as a party member who did not complete his duties.

Mr. Bien said: “In March 2020, while I was the Vice Chairman of the Vietnam Fatherland Front Committee of Trung Giang Commune, I was assigned to concurrently hold the position of Secretary of the Ha Loi Trung Village Party Cell. At that time, Mr. Tran Xuan Tuong, Chairman of the Trung Giang Commune People's Committee, was also assigned by his superiors to work at the Party Cell. In May 2020, Mr. Tuong was disciplined with a warning for violations in land management in the area during the period 2015-2019.

In the disciplinary decision against Mr. Tran Xuan Tuong in May 2020, it was clearly stated that this violation occurred from 2015-2019. However, when classifying party members, superiors said that Mr. Tuong was a party member in the party cell who violated in 2020, so the party cell secretary classified the party member as not completing the task in 2020.

Correcting mistakes gets stuck again

Mr. Nguyen Thanh Trung, Secretary of the Party Committee of Trung Giang Commune, said that after receiving the petition of Mr. Tran Quang Bien, the Party Committee of the Commune inspected and concluded that the classification of the Secretary of the Party Cell of Ha Loi Trung Village, Tran Quang Bien, as a Party member who did not complete his tasks in 2020, was incorrect. Because the violations of the Party member in the Party Cell, Mr. Tran Xuan Tuong, were discovered and investigated before Mr. Bien became the Party Cell Secretary, it was not possible to use the time frame of the disciplinary decision to classify Mr. Bien.

Therefore, on February 19, 2025, the Party Committee of Trung Giang commune issued a decision to cancel the evaluation results and classify Mr. Tran Quang Bien, Secretary of the Party Cell of Ha Loi Trung village, as a party member who did not complete his tasks in 2020. At the same time, Mr. Tran Quang Bien was classified as having completed his tasks well in 2020. Considering that Mr. Tran Quang Bien is qualified to be reappointed as Vice Chairman of the Vietnam Fatherland Front Committee of Trung Giang commune for the 2024-2029 term, the Party Committee of Trung Giang commune and the Vietnam Fatherland Front Committee of Trung Giang commune have submitted a report to the Vietnam Fatherland Front Committee of Gio Linh district requesting approval to complete this position.

However, the superiors responded according to Conclusion No. 128-KL/TW (Conclusion 128) dated March 7, 2025 of the Politburo on personnel work for district and commune levels: "Temporarily suspend recruitment, planning, mobilization, rotation, appointment, and nomination for leadership and management positions", so the completion and addition of the position of Vice Chairman of the Vietnam Fatherland Front Committee of Trung Giang commune is temporarily suspended.

We questioned Mr. Nguyen Thanh Trung about the position of Vice Chairman of the Vietnam Fatherland Front Committee of the commune as a part-time official, so Conclusion 128 cannot be applied to leadership and management positions. Mr. Trung replied, we also perceive it like that, but this is a directive from the superiors so we cannot do otherwise.

Continuing to work with Mr. Nguyen Thanh Ty, Head of the Organizing Committee of Gio Linh District Party Committee on this issue, Mr. Ty also admitted that Mr. Tran Quang Bien's case is not a leader or manager according to Conclusion 128. Mr. Ty said: "The Trung Giang Commune Party Committee should have specific discussions with the Vietnam Fatherland Front Committee of Gio Linh District to find ways to resolve and reduce the disadvantages for Mr. Tran Quang Bien".
