Voters of Dong Trieu town proposed: Mao Khe bypass (National Highway 18 from Km59+700 to Km67+00) was invested and completed and put into operation since 2018 in the form of public-private partnership (BOT contract). The above route passes through a densely populated area (the urban core of Dong Trieu town), but has not yet invested in a lighting system along the route. Therefore, there is a potential risk of traffic safety and urban aesthetics. On the other hand, the Riverside Road Project connecting Ha Long - Hai Phong Expressway to Dong Trieu town, the section from Provincial Road 338 to Dong Trieu town (phase 1) was approved by the Provincial People's Council in principle; the Provincial People's Committee approved the investment project; In which, the section coinciding with Mao Khe bypass, 2.2 km long (through Yen Tho ward, Dong Trieu town), invests in a parallel road, does not invest in, upgrade or expand the existing bypass. Therefore, to ensure urban aesthetics and traffic safety on the section, it is recommended that the province consider, support, invest and install a lighting system on Mao Khe bypass (from Km 64 + 800 to Km 67 + 00 through Yen Tho ward), complete and supplement the traffic safety system on the section.
Regarding this issue, the Department of Transport responded as follows:
Mao Khe bypass route, part of the project to renovate and upgrade National Highway 18, Bac Ninh - Uong Bi section under the BOT contract form, has been completed and put into operation. The request for provincial budget support and investment in the lighting system on the route under the PPP investment project and BOT contract is not in accordance with the provisions of the State Budget Law. Therefore, the Department of Transport is assigned to report to the Ministry of Transport to consider and invest in the above lighting system within its authority, in accordance with current regulations.
