Consider reducing or eliminating "early admission"

NDO - The leaders of the Ministry of Education and Training said they will consider reducing the rate by 20% or eliminating "early admission" to combine it into a general admission round, in order to create convenience and efficiency for candidates and training institutions; as well as moving towards a transparent, fair, and quality education.


One of the amendments and supplements in the draft Regulations on university and college admissions for preschool education is that the early admission quota of training institutions shall not exceed 20% of the quota of each training major and group of majors. This adjustment is being widely consulted by the Ministry of Education and Training.

According to the Ministry of Education and Training, this adjustment is necessary to ensure fairness for all candidates.

At the regular Government Press Conference in November 2024, Deputy Minister of Education and Training Hoang Minh Son discussed this issue in more detail.

Deputy Minister Hoang Minh Son said that the amendments in the draft are based on legal and practical grounds. During the implementation of the admission regulations, the Ministry of Education and Training monitors and especially listens to the opinions of experts, those directly involved in the admission and training work of schools, the Department of Education and Training, as well as evaluates annual admission data. At the same time, adjusting the admission regulations must be based on principles, in which the most important principles in education are fairness and quality, trying to improve efficiency as well as create convenience for candidates and schools.

The Ministry of Education and Training also recently held a seminar with the participation of about 50 experts, those who directly work in enrollment and training at higher education institutions, with many years of experience; Directors, Deputy Directors of Departments of Education and Training, those who directly manage teaching and organizing teaching for high school students. Through the seminar, the opinions of the delegates were in agreement with the draft of the Ministry of Education and Training, which is to adhere to the principles of fairness, quality, and efficiency.

Analyzing the necessity and impact of amending the "early admission" regulation, Deputy Minister Hoang Minh Son said that the starting point of early admission was about 6-7 years ago. Before that, it was a general admission after students had their high school graduation exam results. Since 2017, some training institutions have started to consider early admission based on students' academic records and achievements. When a training institution considers early admission, it is like a race, if one institution does it, other training institutions cannot stand still but must also join that competition.

“Everyone is working hard, from the training facilities that have to prepare from the beginning of the year for enrollment, collecting documents, and reviewing admissions, and the students who are in grade 12 are also rushing to get certificates, make documents, and then the teachers have to confirm the paperwork… to collect enrollments” - the Deputy Minister said and assessed that all the hard work but the results are not high. “For every 8 successful admission wishes (in early admission), there is only 1 admission wish; or if there are 2 candidates who are admitted early, then 1 student will enroll later.

When considering early admission, each school does it independently and when the Ministry of Education and Training conducts a general admission for candidates to choose their wishes for schools and majors, "virtual" candidates are born. Each school and each major cannot predict the rate of virtual candidates, leading to schools wanting to consider early admission to meet their quotas, having more early admission quotas, leading to uncertain determination of quotas and admission scores, often the admission score must be lowered to have more successful candidates.

In recent years, the benchmark scores in the general round of some majors have skyrocketed. There was a student who got 25 points to be admitted to this major, but in the end, the benchmark score was 26 points, while with early admission, the candidate who applied early was already admitted. “From unfairness comes unassured quality,” the Deputy Minister analyzed.

Because of early admission, students who have not completed the high school graduation program have been admitted, which also creates unfairness. Students who have the conditions can study early, study before completing the first semester program, but most students have to finish the program by May. Thus, the admission score based on the students' academic results is uneven, creating injustice.

This has a negative impact on general education. Many students have the mentality that they have already been admitted to university, so they do not care about studying anymore, and go to class just to sit around. Many students, from the time they enter grade 10 of specialized schools, are almost assured of being admitted and do not focus on comprehensive learning, so the quality of general education is affected. If students do not prepare a good general education foundation, it will also lead to the quality of university training later.

From these shortcomings, the Ministry has adjusted the early admission rate down, only those students with outstanding abilities will be admitted directly. Students focus on the general admission round to ensure fairness, quality as well as efficiency and convenience.

According to the Deputy Minister, most of the opinions of experts and insiders at the discussion of the Ministry of Education and Training agreed with the draft, including delegates who proposed to eliminate early admission.

"We will consider this, how to reduce the rate or cancel early admission to combine it into a general admission round," the Deputy Minister informed.

The Ministry of Education and Training and schools will prepare a database of academic transcript scores, high school graduation exam scores, competency assessment scores, thinking assessment scores, etc. on the system. Schools will only consider the scores, and students can rest assured that they will finish grade 12 and choose their wishes, without having to submit paper applications, without having to go to each school, and only choose the right major and school on the system. This creates convenience and efficiency for all, towards a transparent, fair, quality, effective, and convenient education.
