According to Article 19 of Circular 24/2023/TT-BCA, there are regulations on cases where cars are temporarily registered. For more information, please refer to the article below.
1. In what cases can a car be temporarily registered?
Specifically, Article 19 of Circular 24/2023/TT-BCA stipulates the cases in which cars are temporarily registered as follows:
(1) Vehicles exported, imported or manufactured, assembled and circulated from the factory to the port warehouse or from the port warehouse, factory, vehicle dealer to the vehicle registration place or to other dealers and storage warehouses.
(2) Cars are subject to recall procedures for re-export to the country or transfer of ownership.
(3) Cars operating within limited ranges (vehicles not participating in road traffic).
(4) Vehicles registered abroad that are permitted by competent authorities, including right-hand drive (reverse-hand drive) cars, to transit, temporarily import, and re-export to Vietnam for a limited period to participate in conferences, fairs, exhibitions, physical education, sports, and tourism; except for vehicles that do not require temporary license plates according to international treaties to which Vietnam is a member.
(5) Temporarily imported, re-exported vehicles or vehicles manufactured or assembled in Vietnam are tested on public roads.
(6) Vehicles serving conferences organized by the Party and State.
2. Validity period of temporary vehicle registration certificate for automobiles
The validity period of the temporary vehicle registration certificate for automobiles according to Article 22 of Circular 24/2023/TT-BCA is as follows:
- Cases specified in (1) and (2) section 1:
The temporary vehicle registration certificate is valid for 15 days; it can be extended once for a maximum of 15 days. When extending, the vehicle owner must declare the temporary vehicle registration on the public service portal or directly at the vehicle registration agency.
- For the cases specified in (3), (4), (5) and (6) section 1:
Temporary vehicle registration certificates are recorded for the period allowed by the competent authority to serve such activities.
- Temporarily registered vehicles are allowed to participate in traffic according to the time limit, route and scope of operation stated in the temporary vehicle registration certificate.
3. Temporary vehicle registration file for cars
Temporary vehicle registration documents for cars according to Article 20 of Circular 24/2023/TT-BCA are as follows:
- Vehicle registration certificate.
- Vehicle owner's documents as prescribed in Article 10 of Circular 24/2023/TT-BCA.
- Vehicle documents, including one of the following documents:
+ Electronic data or a copy of the vehicle origin document as prescribed in Clause 1, Article 11 of Circular 24/2023/TT-BCA or a copy of the invoice or warehouse delivery note (in the case prescribed in Clause 1, Article 19 of Circular 24/2023/TT-BCA);
+ Present vehicle registration certificate; in case the vehicle is not registered, there must be a certificate of origin as prescribed in Clause 1, Article 11 of Circular 24/2023/TT-BCA (in case prescribed in Clause 3, Article 19 of Circular 24/2023/TT-BCA);
+ Traffic permit from competent authority, with vehicle list and copy of vehicle registration from home country (in case specified in Clause 4, Article 19, Circular 24/2023/TT-BCA);
+ Document confirming that the vehicle ensures technical safety and environmental protection quality, and is allowed to be tested on public roads by the Vietnam Register (in the case specified in Clause 5, Article 19, Circular 24/2023/TT-BCA);
+ Document of competent authority approving the request for temporary vehicle registration, with a list of vehicles attached (in case specified in Clause 6, Article 19, Circular 24/2023/TT-BCA).
- In case the vehicle owner carries out recall procedures to re-export the vehicle to the country or transfer vehicle ownership, a temporary vehicle registration will be issued along with the recall documents (if the vehicle owner requests it) without having to have a temporary vehicle registration document.
4. Temporary vehicle registration procedures for cars
Procedures for temporary vehicle registration for cars according to Article 21 of Circular 24/2023/TT-BCA are as follows:
- Implement online public services throughout the process, for the cases specified in Clause 1, Article 19 of Circular 24/2023/TT-BCA
+ Vehicle owners declare vehicle registration and attach a copy of the sales invoice or warehouse receipt on the public service portal;
+ After checking the valid documents, the vehicle registration agency notifies the vehicle owner to pay the prescribed fee; the vehicle owner receives the verification results and prints the temporary vehicle registration certificate on the public service portal.
- Implementing public services partially online (except for the cases specified in Clause 1, Article 21 of Circular 24/2023/TT-BCA)
+ Vehicle owners declare vehicle registration on the public service portal; provide online vehicle registration file codes and submit temporary vehicle registration documents as prescribed in Article 20 of Circular 24/2023/TT-BCA; in case it is not possible to do so on the public service portal, vehicle owners can declare directly at the vehicle registration agency at a convenient location;
+ After receiving and checking valid documents, the vehicle registration agency collects fees and issues temporary vehicle registration certificates and temporary license plates to vehicle owners according to regulations.
