The main reason is that most enterprises only focus on production, business, profit, and revenue; workers and employees are mainly interested in jobs and income. Many business owners do not fully understand the position and role of party organizations and unions in enterprises, do not want to establish party cells, and have not created favorable conditions for workers to participate in political study classes, creating a source for developing party members.
