This morning, June 20, in Hanoi, the Government held an online meeting with central and local ministries and branches to draft a decree detailing a number of articles of the Housing Law. Deputy Prime Minister Tran Hong Ha chaired the meeting.

The Housing Law 2023 takes effect from January 1, 2025. Therefore, it is necessary to amend and supplement Decree No. 99/2015 to ensure compliance with some newly added and amended contents in the Housing Law 2023, and also amend and supplement some current contents to suit the practical situation in order to create a legal basis for localities as well as organizations and individuals when implementing housing management and development (This Decree will replace Decree No. 99/2015 of the Government).
At the conference, delegates closely followed the articles and clauses of the Housing Law as well as related to practical difficulties and problems, thereby suggesting that the Government should have specific regulations on technical criteria for apartment buildings and commercial housing, especially issues related to fire prevention and fighting, attracting resources for investment, and how to manage and operate social housing and public housing to ensure efficiency and the most benefit for users. Regarding wording, the decree needs to be revised to be concise, easy to understand, and concise, without using ambiguous words to avoid misunderstandings when organizing implementation.
Concluding the conference, Deputy Prime Minister Tran Hong Ha requested the Government Office and the Ministry of Construction to fully absorb the opinions of the delegates to supplement and adjust the decree to ensure a legal and practical basis so that when issued, it will be highly feasible.
