Be a pioneer, accelerate breakthroughs, implement Party policies and State laws
Speaking at the opening of the Conference, Minister Luong Tam Quang said that the 80th National Public Security Conference was held to summarize and evaluate the situation and results of all aspects of public security work in 2024, summarize 40 years of public security work serving the cause of national renewal, look back at 2 years of implementing Resolution No. 12-NQ/TW of the Politburo on promoting the building of a truly clean, strong, disciplined, elite, modern People's Public Security force, meeting the requirements and tasks in the new situation and summarize the emulation movement "For National Security" in 2024, launch the emulation movement "For National Security" in 2025 in the People's Public Security force.
The 80th National Public Security Conference is an important milestone of historical significance, affirming the process of building, fighting and maturing of the People's Public Security force; taking place in the context of the entire Party, the entire people and the entire army striving to "accelerate" to "reach the finish line" to successfully complete the goals set out in the Resolution of the 13th National Party Congress and the 5-year Socio-Economic Development Plan 2021-2025.
At the Conference, delegates unanimously assessed that in 2024, under the close, drastic and timely leadership and direction of the Party and State; close coordination of ministries, departments, branches and localities; the active accompaniment of the Fatherland Front and social organizations; the support and assistance of the people and international friends; the People's Public Security force overcame difficulties and challenges, successfully performed the task of ensuring security and order, contributing to maintaining political stability, effectively serving the tasks of economic, cultural, social and foreign development of the country.
Among them, there are many outstanding tasks, leaving marks and "bright spots" such as: performing well the strategic advisory function, with over 2,300 reports, proactively advising the Party and State on many important policies, guidelines, and strategies on politics, economics, culture, society, national defense, security and foreign affairs, avoiding being passive or surprised.
Actively taking the lead in institution building, proposing many new, difficult and complicated issues from practice (chairing and coordinating consultation on submitting 8 laws and 17 decrees).
Propose to abolish procedures, amend and supplement 145 procedures; the Law on Fire Prevention and Fighting alone cuts 27 procedures).
The People's Public Security force plays a core and pioneering role in protecting national security, order and social safety.
Proactively identify, promptly advise, propose, and resolutely and synchronously deploy key solutions to prevent, combat, and handle crimes, contributing to curbing and reducing crimes, gradually building an orderly, disciplined, safe, and healthy society.
The People's Public Security Force is a pioneering force, exemplary in leading the national digital transformation, building e-Government, reforming administrative procedures; improving the effectiveness and efficiency of state management of social order and safety, contributing to creating new momentum for the country's economic, cultural and social development.
Foreign affairs and international cooperation on security and order have been implemented synchronously, effectively and practically, enhancing the image and position of the Vietnam People's Public Security in the international arena.
Mass mobilization and building the movement of All People Protecting National Security have been vigorously implemented, with many practical activities and effective models.
The People's Public Security Forces focus on effectively implementing Resolution No. 12-NQ/TW of the Politburo; implementing Directive No. 35-CT/TW on party congresses at all levels towards the 14th National Congress of the Party.
Continue to improve the internal organization of the police force at the unit and local level to ensure it is streamlined, strong, and operates effectively and efficiently. The work of building a model ward police force in terms of security, order, and urban civilization is maintained and expanded; a force to ensure security and order at the grassroots level nationwide is launched.
At the Conference, the Central Party Committee of the Public Security and the Ministry of Public Security identified the slogan for the entire People's Public Security force in 2025: "Leading by example, accelerating breakthroughs, implementing the Party's policies and the State's laws, building a truly clean, strong, disciplined, elite, and modern People's Public Security force"; setting out 10 major tasks, including 3 key breakthrough tasks to successfully achieve the goals set for 2025.
Strongly innovate thinking to protect security and order
Speaking at the Conference, on behalf of the Party and State leaders, Prime Minister Pham Minh Chinh respectfully acknowledged, expressed gratitude and commended the contributions, dedication and sacrifices of the officers and soldiers of the People's Public Security force and congratulated the great achievements of the People's Public Security force in 2024.
The Prime Minister affirmed that the People's Public Security force upholds the spirit of "Forgetting oneself for the country, serving the people," is ready to be a pioneer "on every frontline, anywhere, doing anything, in any circumstance," silently and excellently completing assigned tasks with many truly outstanding marks, making very great and very important contributions to the overall achievements and results of the country.
Prime Minister Pham Minh Chinh proposed that the National Public Security Conference focus on discussing and proposing major strategies, solutions and policies on ensuring security and order, building a regular, elite and modern People's Public Security force in the coming time, contributing to deciding the future victory of the country.
At the same time, the Prime Minister emphasized a number of key tasks, thoroughly grasping the direction of General Secretary To Lam: "The People's Public Security Force needs to strongly innovate its thinking on protecting security and order and closely combine security and order protection with socio-economic development," continue to further promote its pioneering and exemplary role in implementing the guidelines, policies, and laws of the Party and State; proactively coordinate closely with ministries, departments, and branches, especially the People's Army, to promote the combined strength of the entire political system, the entire people, and the entire army to participate in ensuring security and order.
The Public Security force has a firm grasp of and closely follows strategic areas, targets, and partners, plays a good role in advising and making recommendations to the Party and State in all fields; contributes to maintaining political stability, serving economic development, ensuring social order and safety, expanding foreign relations, and creating a peaceful, secure, and stable environment for development.
Proactively fight and prevent plots and sabotage activities of hostile and reactionary forces; synchronously deploy all aspects of work to ensure internal political security; absolutely protect the security and safety of Party Congresses at all levels towards the 14th National Congress of the Party.
Regularly and proactively attack and suppress all types of crime; especially economic, corruption, waste, drug, financial, environmental, and high-tech crimes. In addition, create a secure, safe, and healthy environment for economic and social development.
Strongly promote the movement of All people protecting national security, associated with effectively implementing social security work in remote, border and island areas.
The Public Security Force continues to play the role of “pioneer, leader, role model, and leader” in innovation, creativity, and national digital transformation. Developing the security industry, building strong enterprises of the Public Security sector.
Continue to promote the pioneering role in foreign affairs to maintain national security early and from afar; enhance Vietnam's contribution to maintaining world peace.
Continue to maintain the spirit of solidarity, unity, joint efforts, and be exemplary in leading the way in Party building and rectification.
The Public Security force continues to effectively implement Resolution No. 12-NQ/TW of the Politburo on promoting the building of a clean, strong, disciplined, elite, and modern Public Security force and Resolution No. 18-NQ/TW of the Central Committee to innovate and reorganize the Public Security apparatus of units and localities to be lean, compact, strong, and operate effectively and efficiently.
There are breakthrough solutions to complete the goal of bringing 6 forces straight to modernity by 2025 and the People's Public Security force to modernity by 2030.
Successfully organize Party Congresses at all levels in the People's Public Security, do a good job of public security personnel participating in Party committees at all levels for the 2025-2030 term; activities to celebrate the 80th anniversary of the Traditional Day of the Vietnam People's Public Security and the 20th anniversary of the National Day for National Security Protection are practical, effective, economical, and have highlights./.
