
The Provincial Party Standing Committee has focused on leading Party committees and Party organizations at all levels to disseminate and thoroughly understand the resolutions, directives and conclusions of the Central Committee on building cadres at all levels to cadres, Party members and the people. At the same time, it has concretized them into documents, regulations and statutes suitable to the specific conditions of the province; led and guided Party committees and Party organizations at all levels, agencies and units to implement them within the scope of decentralized management in a specific and practical direction.
In the work of planning cadres, Party committees and organizations at all levels have led and directed the implementation of the work of reviewing and supplementing the planning of Party committees and leadership and management positions for the terms of 2020 - 2025, 2021 - 2026; 2025 - 2030, 2026 - 2031, ensuring the principle of the Party's unified leadership of cadre work and management of cadres; strictly implementing the principle of democratic centralism. The introduced and planned personnel all ensure the conditions and standards; the age structure, the proportion of young cadres, female cadres, and ethnic minority cadres are suitable for the locality and field of work.

The results of the planning implementation are also an important basis for continuing to effectively implement the training, fostering, mobilization, rotation and appointment of cadres; thereby contributing to building a cadre team that meets the requirements of political tasks. The number of planned personnel for the Executive Committee, Standing Committee and key leadership positions at the provincial level for the 2020-2025 and 2021-2026 terms is currently 126 cadres; at the district level, 1,210; at the commune level, 7,684. The planning for the 2025-2030 and 2026-2031 terms is 120 cadres at the provincial level; 1,198 at the district level; and 8,124 at the commune level.
The rotation of cadres is carried out to ensure the principles, synchronization, and connection between levels, agencies, and organizations in the political system; closely linking rotation with planning, training, and fostering. The assignment of work to cadres after rotation is based on the Party's cadre work requirements, political tasks, and the situation of the cadre team of each locality, agency, and unit. For cadres with outstanding qualities and abilities, who are able to meet the requirements of the task well, there is a prospect of being assigned to a higher position.

From the beginning of the term to May 2024, the province has transferred and rotated 414 cadres; of which 120 were rotated and 294 were transferred. For positions under the management of the Provincial Party Standing Committee, 66 cadres were transferred and mobilized (to date, the province has arranged 10/10 positions of Party Secretary and Chairman of the District People's Committee who are not local people); 346 cadres were transferred and mobilized for positions under the management of the district level.
The Provincial Party Executive Committee and the Provincial Party Standing Committee have paid attention to leading and directing strong and comprehensive innovation. They have focused on building a team of cadres who are Party secretaries and leaders at all levels, along with decentralization and delegation of power to promote initiative and creativity, while strengthening inspection, supervision and strict control of power.

Comrade Pham Khac Quan, member of the Standing Committee, Head of the Provincial Party Committee's Organization Committee, said: In general, the staff has a firm stance, ideology, and political will, and has the ability to concretize and apply Party regulations and State laws in performing public duties. Always actively studying, improving professional qualifications, expertise, and political theory; having strategic thinking and vision, always being dynamic, creative, daring to do, daring to take responsibility, having a sense of responsibility, and being determined in implementing tasks.

Implementing the Party's innovation in leadership methods in personnel work in recent years, many young cadres have appeared with basic training, dynamic, creative, daring to think, daring to do. The team of leaders and managers who are ethnic minorities has achieved important results in both quantity and quality; professional qualifications, political theory, and basic practical capacity meet the requirements of the industry and locality.
