Building Binh Dinh into a scientific destination

Taking advantage of policies from the national development target program, Binh Dinh province can make a breakthrough in investment in technology research, especially software production and export. Therefore, investing in building scientific urban areas, high-tech zones, and scientific production complexes will be a lever for the provincial economy to create breakthroughs and differences.

Vice Chairman of the Provincial People's Committee Lam Hai Giang said that in two consecutive terms, the Binh Dinh Provincial Party Committee has had two action programs on science and technology development and achieved many positive results. Compared to some localities in the central coastal region, Binh Dinh has a relatively favorable starting point in science and technology.

To date, the province has established 10 science and technology enterprises and supported the commercialization of many innovative products and research results. In the field of intellectual property, the province has had 33 applications for inventions and utility solutions, and has been granted three patents and three utility solution patents. The province continues to innovate science and technology management and innovation activities towards removing barriers and maximizing creative potential.

Established on December 24, 2015, Quy Nhon Science Discovery Center (ExploraScience Quy Nhon) is considered the first science center in our country, the second center in Southeast Asia. ExploraScience Quy Nhon is part of Binh Dinh's science tourism development program, with the mission of bringing science closer to the public, while promoting the love of science for young people.

Quy Nhon Science Discovery Center is proposing to conduct its own research, study, production, and fabrication of models to popularize science. The Center also actively participates in the scientific research network in the field of astronomy, especially in coordination with the SAGI astronomy research group of the ICISE Center. In addition, with its geographical location in the Quy Hoa Science Urban Area, the Center is building and proposing to the Department of Science and Technology to advise the Provincial People's Committee to form a model of a regional innovation center in the South Central Coast and Central Highlands, applying technological solutions and artificial intelligence to meet the needs of the times.

Regarding the project of the Center for Research and Application of Space Science and Technology, the People's Committee of Binh Dinh province has directed the Department of Science and Technology to preside over and coordinate with the Department of Planning and Investment and relevant units to research and develop the project, with funding from the central budget. According to the Department of Science and Technology of Binh Dinh province, the project is invested in Quy Hoa valley (Ghenh Rang ward, Quy Nhon city), near the Quy Nhon Center for Scientific Discovery and Innovation. When put into operation, the project will help popularize the sciences of astronomy and aerospace with advanced equipment and learning materials. In the long term, the project will develop into a major hub for collecting and processing remote sensing images in the Central Highlands region, thereby participating in research networks to inherit or link and transfer components, accessories and equipment related to astronomy.

In addition, the province is developing the Quy Hoa Science Urban Area with the core being the International Center for Interdisciplinary Science and Education (ICISE), and at the same time building the Center for Artificial Intelligence - Supporting Urban, moving towards forming the Center for Artificial Intelligence in Binh Dinh. From 2013 to present, the ICISE Center has attracted more than 10 thousand international scientists to attend scientific conferences, including many world-famous scientists, especially the presence of many scientists who have won noble awards to present at ICISE. This is a very valuable opportunity that needs to be used to develop science and technology in the country in general, especially Binh Dinh province needs to thoroughly take advantage of this "unique" advantage compared to other regions in the country.

Associate Professor, Dr. Nguyen Tien Trung, Head of the Department of Science, Technology and International Cooperation (Quy Nhon University) said that the requirements of the 4.0 industrial revolution have posed challenges, urging countries, especially developing countries, to focus on investing in the field of science and technology for sustainable development. Therefore, Binh Dinh's desire to develop Quy Nhon into a typical science city of Vietnam is the right direction. This place promises to be a destination for scientific experiences, science associated with real life.

Leaders of the Ministry of Science and Technology assessed that in recent years, the state management of science, technology and innovation in Binh Dinh has achieved many remarkable results, contributing positively to the socio-economic development of the province. Currently, Binh Dinh's potential and advantages in developing science, technology and innovation are enormous.

Therefore, the province needs to continue to develop and enhance its scientific and technological potential; focus on supporting the development of the startup ecosystem, technology incubation, promoting applied research activities, innovation, transfer of technical advances, as well as technological innovation in organizations and enterprises in the area. In particular, the application of new and high technologies in investment and production projects plays an important role in improving the investment and business environment and enhancing competitiveness. The province needs to continue to make efforts to implement national and provincial science and technology programs and tasks to focus on developing local advantageous products.
