Problems in 2 emergency evacuation projects from landslide-prone areas

To serve the needs of people living in areas at risk of landslides and floods to move to safe places and stabilize their lives, two projects: Emergency evacuation of landslide areas in Huc Nghi commune, Dakrong district (abbreviated as Huc Nghi commune evacuation project) and Emergency evacuation of flooded and landslide areas on riverbanks in Cu Bac village, Vinh O commune, Vinh Linh district, Quang Tri province (abbreviated as Cu Bac village evacuation project) have been implemented.

The Huc Nghi commune resettlement project has a total investment of 16.5 billion VND (the Central Government supports 15 billion VND), invested by the Dakrong District Land Fund Development and Industrial Cluster Project Management Board, with a land use area of ​​6.43 hectares, a total area of ​​69 plots (69 households), equivalent to a maximum of about 276 - 350 people. In phase 1, the project will relocate 48 households, equivalent to a population of about 192 - 240 people. The Cu Bac village resettlement project has a total investment of 22.5 billion VND (the Central Government supports 20 billion VND), invested by the Vinh Linh District Land Fund Development and Industrial Cluster Project Management Board. The project is invested in building infrastructure with an area of ​​about 5.73 hectares to relocate about 50 households.

On July 31, 2023, the Cu Bac Village Migration Project was approved for investment. On September 28, 2023, the project was approved and by December 25, 2023, the construction contractor was selected. During the construction process, the project had many items implemented on the same construction site, but the disbursement progress was only allowed until December 31, 2023, so the project could not be completed in 2023, so this project had to be revoked 14,464/20 billion VND of the central budget support.

Similarly, at the Huc Nghi commune resettlement project (Dakrong district), the implementation process had to go through many steps but the disbursement progress was only allowed until December 31, 2023, so there was not enough time to complete the project. Specifically, this locality only disbursed more than 1.895/15 billion VND, the remaining capital plan was more than 13.1 billion VND that had not been disbursed, so the Central Government recovered it after December 31, 2023.

Discussing the above issue, Mr. Vo Van Tra - Director of the Management Board of Land Fund Development and Industrial Cluster, Sea Tourism of Vinh Linh District said that during the implementation process, the project encountered many difficulties and problems, such as: steps of preparing a resettlement project, selecting an investment location, land acquisition, investment policy, mobilizing additional counterpart capital for the project... so it took a lot of time. "Vinh Linh District is proposing to the Provincial People's Committee, departments, branches and sectors to consider arranging capital to replace the capital that has been recovered by the Central Government to continue implementing the project" - Mr. Tra said.

According to Mr. Thai Ngoc Chau - Chairman of Dakrong District People's Committee, the district has reported to the Provincial People's Committee on the implementation of the Huc Nghi commune resettlement project. In which, it is proposed that the Provincial People's Committee approve the use of the capital plan of Project 2 - National Target Program on Socio-Economic Development of Ethnic Minorities and Mountainous Areas for the period 2021 - 2025 (National Target Program 1719) to implement this resettlement project.

Speaking to reporters of Dai Doan Ket Newspaper, Deputy Head of the Ethnic Minorities Committee of Quang Tri Province Truong Chi Hieu said that initially, it was found that the above two projects were implemented according to Decision No. 105 dated December 31, 2022 of the Prime Minister on supplementing capital from the central budget reserve in 2022 for localities to implement projects to stabilize spontaneous migrants and urgent disaster resettlement projects, not included in the list of projects under the National Target Program 1719 being implemented in the area. Currently, the Ethnic Minorities Committee of Quang Tri Province is continuing to inspect and review to have a report on this issue.
