The hills are cracked and landslides are everywhere.
Prolonged heavy rains have caused many localities in Hoa Binh to experience cracked hills, landslides on roads, and flooding in many residential areas. In particular, the situation of large cracks on hills right next to residential areas, with a high risk of landslides, has occurred in all districts and cities in Hoa Binh, such as: Hoa Binh City, Da Bac, Mai Chau, Tan Lac, Yen Thuy, Luong Son, etc.
Recently, the Chairman of the People's Committee of Hoa Binh province announced an emergency situation regarding natural disasters causing landslides and rockslides in residential areas of Rai hamlet, Tuan Dao commune, Lac Son district and Rang hamlet, Cao Son commune, Da Bac district.

In addition to the two residential areas at risk of landslides and rocks that have been declared as emergency situations due to natural disasters mentioned above, there are currently many areas in Hoa Binh province at high risk of landslides. Local authorities have urgently evacuated households to safe places to prevent landslides from collapsing houses, affecting people's lives and property.
In Da Bac district, in addition to the residential area of Rang hamlet, Cao Son commune, two large horizontal cracks at Cai hill are also at risk of sliding down to the residence of 16 households in Sung Bang area, Rieng hamlet. The local authorities have organized the evacuation of people and essential assets to a safe place. At the same time, warning signs have been placed, restricting people from passing through this area.
In Hoa Binh city, local authorities have urgently evacuated 47 households with 138 people, along with all of the residents' property in Group 1, Thong Nhat Ward. In this area, since the afternoon of September 22, after prolonged heavy rains, people discovered long cracks in the hill area behind the residential area, with a high risk of landslides.
After checking the situation, the authorities and functional forces quickly came up with a plan and urgently evacuated households in areas at risk of landslides. More than 100 people were evacuated to relatives' houses, the old ward People's Committee headquarters, the cultural house... In areas at risk of landslides, local authorities are still assigning people to monitor the development of natural disasters, prohibiting people from returning home and going to dangerous areas.
In Mai Chau district, at noon on September 23, people discovered a landslide in the bamboo hill area behind the houses of some households in Thanh Mai hamlet, Van Mai commune. Authorities inspected the area and discovered many long cracks in the hill area behind the households' houses. One of the cracks created a new landslide arc about 120m long, 40-70cm wide, and the depth of the crack was up to 1.4m at some points. The distance from the crack to the nearest household was about 40m.
Along with that, in this area, there were also some landslides that entered the houses of households. This fracture and landslide directly affected 35 households with 135 people and there was a very high risk of dangerous landslides in the weather conditions of continued heavy rain.

Mai Chau district authorities quickly deployed response measures, mobilizing police and military forces to coordinate with local forces to organize support and help households evacuate from dangerous landslide areas. All residents in the affected areas with high risk of landslides were assisted to move to safe shelters.
Heavy rains have also caused flooding, landslides and the risk of landslides in some residential areas and roads in Yen Thuy district. Local authorities have evacuated 17 households in areas at high risk of landslides and flooding to safe areas. In Huu Loi commune, there are 5 households, Lac Thinh commune, 3 households, Doan Ket commune, 6 households, Ngoc Luong commune, 1 household, and Lac Luong commune, 2 households.
Along with moving people and property out of the danger zone, local authorities where households are urgently evacuated have arranged forces to guard and protect people's property and goods. Absolutely do not allow people to return home and do not allow people and vehicles to pass through the unsafe warning area.

Many households with houses located in areas at high risk of landslides in Hoa Binh have had to stay at relatives' houses, offices, cultural houses, etc. for many days, not knowing when they will be able to return home.

At places where people temporarily live, local authorities support food, drinking water, etc. The Vietnam Fatherland Front of Hoa Binh province also visits and supports necessities and money to help people overcome difficulties and soon stabilize their lives.
Living in a shelter for many days, with houses at risk of landslides and loss of property, many households are worried. Most people hope that local authorities and relevant agencies will soon find solutions to overcome landslide-prone areas so that people can return home soon and stabilize their lives.
In dangerous situations where it is impossible to stay at home and the area is at risk of landslides causing house collapse, people hope to be resettled soon to a new, safer place.
“The hill behind our house is cracked, so we have to quickly move people and property to a safe place. No one dares to stay in the house because we know about the landslides in Lao Cai and Yen Bai that killed many people, everyone is scared. We hope to get through these difficult days soon so we can stabilize our lives in the long term,” said a resident of Hoa Binh City.
At the temporary shelter, people's lives are safe and their property is protected, but their daily lives are disrupted. Therefore, everyone hopes that the weather will not change abnormally, and that the authorities will soon assess the landslide situation, so that local authorities can soon make decisions to help people "settle down and make a living".
The leader of Hoa Binh province said that, in the immediate future, ensuring people's lives is the top priority. The weather is very unusual, localities must not be subjective and negligent, especially with people's lives.
Measures to evacuate people, not allowing them to return home until safety is guaranteed, and absolutely protecting people’s property… have been strongly directed by authorities at all levels in Hoa Binh and firmly implemented by functional forces. Therefore, there has not been any major damage due to lack of subjectivity.
It is known that the People's Committee of Hoa Binh province has directed districts and cities to continue to carefully review residential areas, promptly detect areas at risk of insecurity, especially areas at risk of landslides, flash floods, and deep inundation.

Leaders of Hoa Binh province requested localities to proactively arrange forces and means to resolutely evacuate residents from dangerous areas with high risks of landslides, flash floods, especially newly appeared landslides and landslides that continue to expand.
The People's Committee of Hoa Binh province has allocated from the provincial budget reserve in 2024 to support localities affected by natural disasters. In addition, the Vietnam Fatherland Front Committee of Hoa Binh province has also allocated over VND500 million from relief funds and 11.7 tons of rice to support the deceased and injured victims and families affected by natural disasters.
Affected by storm No. 3, 8 people died in Hoa Binh province. Of these, 4 people died due to landslides and buried land in Da Bac district; 2 people died due to landslides entering houses in Kim Boi district and 2 students were swept away by floodwaters.
