Deputy Prime Minister Nguyen Chi Dung requested the development of a private economic development project with strong and innovative policies that are highly feasible and meet the requirements of the new period.
On the morning of March 15, the Steering Committee for the development of the private economic development project (Steering Committee) held its first meeting to outline the program, identify the tasks, viewpoints, goals, and main directions for the development of the private economic development project to submit to the Politburo.
Deputy Prime Minister Nguyen Chi Dung, Deputy Head of the Steering Committee, chaired the meeting. Attending the meeting were leaders of ministries, branches, central agencies; leaders of provinces and centrally run cities who are members of the Steering Committee.
Implementing the tasks assigned by the Central Government, on March 6, 2025, the Prime Minister issued Decision No. 526/QD-TTg on the establishment of the Steering Committee for the development of the Private Economic Development Project, with Prime Minister Pham Minh Chinh as Head of the Committee; Deputy Prime Minister Nguyen Chi Dung as Standing Deputy Head of the Committee; Minister of Finance Nguyen Van Thang as Deputy Head of the Committee in charge.
At the first meeting, the Steering Committee discussed the legal and practical basis for developing the Project; developing the Project structure; and the main contents of the Project. In which, the delegates focused on highlighting the position, role, and contribution of the private economy to the country's socio-economic development, especially in the current period and the coming time, when the country enters a period of striving to develop richly, powerfully, and prosperously.
The Steering Committee assessed mechanisms and policies for private economic development; assessed the situation of private economic development; international experience in private economic development and lessons learned; viewpoints, goals, tasks, and solutions for private economic development in the coming time.
According to the Steering Committee, the private economy was officially recognized in the Documents of the 6th Party Congress (1986) and continued to be affirmed in later Resolutions.
In particular, Resolution No. 10-NQ/TW, Session XII, identifies private economic development as an important driving force of the socialist-oriented market economy.
Over the past time, the private economy has continuously developed, making increasingly greater contributions to the cause of innovation and socio-economic development of the country.
Currently, the private economic sector has more than 6.1 million business establishments, of which about 940,000 are operating enterprises and more than 5.2 million business households.
The private economy has continuously maintained a fairly high growth rate, continuing to be the sector with the largest contribution to the economy, accounting for about 50% of GDP; contributing more than 56% of total social investment capital, about 82% of the total number of workers in the economy, about 30% of total state budget revenue, and more than 30% of total import-export turnover.
The group of entrepreneurs is growing stronger and stronger, with the desire to become rich legitimately, constantly improving business and corporate governance capacity. The social responsibility of enterprises, ethics, and business culture of entrepreneurs are gradually being raised. However, the private economy has not yet fulfilled its role as an important driving force of the economy.
The Steering Committee believes that our country is preparing to enter a new era - an era of prosperity, wealth and development, with the aspiration to successfully build a socialist Vietnam, a rich people, strong country, a democratic, fair and civilized society, on par with the world powers.
In that context, it is necessary to have a correct and objective assessment and recognition of the position and role of the private economy and to develop the private economy to truly become the most important driving force of the economy.
Among them, the Private Economic Development Project must clear bottlenecks, remove institutional barriers; create a favorable, safe, and transparent environment to activate and mobilize maximum resources from the people, exploit potential, intelligence, and entrepreneurial spirit; promote innovation and enhance the competitiveness of the private economy in the new era.
In particular, it is necessary to propose breakthrough and outstanding tasks, solutions, mechanisms and policies to promote the strong and sustainable development of the private economy, which is the core force in the process of industrialization and modernization of the country, contributing significantly to realizing the goal of becoming a developed, high-income country by 2045.
Concluding the meeting, Deputy Prime Minister Nguyen Chi Dung, Deputy Head of the Steering Committee, acknowledged and highly appreciated the coordination and contributions of agencies and units in preparing documents and drafting the Project; especially the frank, enthusiastic, responsible, profound and practical opinions of the Steering Committee members; assigned the Government Office to coordinate with the Ministry of Finance to absorb opinions, promptly complete and submit to the Prime Minister the document Concluding the First Session of the Steering Committee.
Deputy Prime Minister Nguyen Chi Dung requested to develop a Project with strong and breakthrough policies; highly feasible, meeting the requirements of the new period; with the final product being the Draft Resolution of the Politburo.
Among them, it is necessary to highlight the role and position of the private economy as the most important driving force of the economy, citing specific figures, comprehensive and inclusive assessments; closely following the guidelines, policies and strategies of the Party and State, Resolutions, especially the recent directions of General Secretary To Lam and Prime Minister Pham Minh Chinh; striving to have 2 million private enterprises and 1,000 large enterprises playing a leading and pioneering role in various fields by 2030.
Policy groups must be clear according to each type, field, and issue; policies on finance, science and technology, land, taxes, fees, charges, and human resource training must be synchronized and connected.
Solutions must have legal basis, practical basis, international experience; be highly actionable; analyze the impact of the solution on the private economy so that the solutions can actually come into life.
The Deputy Prime Minister requested that the Project be developed with specific and clear content, ensuring brevity, conciseness, focus, and breakthrough solutions to remove prominent bottlenecks hindering the development of the private economy.
Along with the gradual completion of the Project, continue to organize seminars and conferences, collect opinions from ministries, branches, agencies, localities, experts, economists, scientists, especially opinions from subjects affected by the policy such as: associations, industries, businesses, and people.
Emphasizing that the Private Economic Development Project is a Project with an extremely important role, Deputy Prime Minister Nguyen Chi Dung requested to urgently focus time and intelligence to continue reviewing, perfecting, and supplementing the Project and the draft Resolution of the Politburo, and submitting it to the Politburo to ensure progress and quality./.
