Case of not issuing Land Use Right Certificates to citizens for 7 years: Chairman of the Provincial People's Committee Le Van Dung requested the People's Committee of Thang Binh district to review and issue certificates immediately on March 27.

Mr. Nguyen Van Pho (born in 1969, residing in Binh Trieu commune, Thang Binh district) reported that in 2017, the People's Committee of Thang Binh district reclaimed more than ^744m2 of his land to build a rescue road. His family handed over the land and the original Land Use Rights Certificate to the district authorities as requested.

Since then, he has contacted the district authorities many times; he has been instructed to complete the re-issuance procedures but has not yet been granted a Land Use Rights Certificate.

According to Mr. Pho, the fact that the People's Committee of Thang Binh district reclaimed land but did not allocate resettlement land has pushed his family into a difficult situation. His family has many children, and when the children got married, they had no place to live; the reclaimed land has not been reissued with a Land Use Right Certificate for 7 years, causing the family to waste time and effort traveling.

At the meeting, the representative of the People's Committee of Thang Binh district apologized to Mr. Nguyen Van Pho's family for the recent incidents; at the same time, he informed that the district had signed the Land Use Rights Certificate on March 25 and would soon deliver it to the citizen.

On behalf of the provincial leaders, Chairman of the Provincial People's Committee Le Van Dung apologized to the family of citizen Nguyen Van Pho and emphasized that the responsibility first belongs to the Chairman of the People's Committee of Thang Binh district and requested the district to organize a review and draw lessons.

“This incident shows that the district is irresponsible towards the people, affecting the rights of the people, and needs to learn from experience. On March 27, the district will directly go to the private house to hand over the land use right certificate to the people and apologize” - Chairman of the Provincial People's Committee Le Van Dung requested.
