On September 24, the delegation worked with the Ministry of Science and Higher Education of the Russian Federation to exchange, discuss and agree on measures to implement the agreements reached in the Joint Statement on deepening the Comprehensive Strategic Partnership on the basis of 30 years of implementing the Treaty on the Fundamental Principles of Vietnam-Russia Friendship Relations, which was approved during President Vladimir Putin's State visit to Vietnam in June 2024.
Speaking at the welcoming ceremony for the Vietnamese delegation, Russian Minister of Science and Higher Education Valery Falkov expressed his pleasure at welcoming the delegation and said that the delegation's visit took place on the occasion of the anniversary of the signing of the Strategic Partnership Agreement on Education, Science and Technology.
Mr. Valery Falkov affirmed that cooperation between Vietnam and the Russian Federation in science and technology has been raised to a strategic level since the two countries signed the Strategic Partnership Agreement on Education, Science and Technology in 2014.

Reviewing some important milestones in cooperation between the two countries in education, science and technology in recent times, Minister Valery Falkov said that the Russian Federation and Vietnam have a traditional friendship, along with the development of the Comprehensive Strategic Partnership between Vietnam and the Russian Federation, cooperation between the two countries in the fields of science, technology and innovation is increasingly developing in both breadth and depth.
On behalf of the delegation of the Ministry of Science and Technology of Vietnam, Minister Huynh Thanh Dat expressed his pleasure to visit and work with the Ministry of Science and Higher Education of the Russian Federation and directly discuss with Mr. Valery Falkov on issues of mutual interest in the fields of science, technology and innovation.

Minister Huynh Thanh Dat emphasized that the two countries have made significant progress in strengthening and developing mutually beneficial cooperation in education, training, science, technology and innovation.
Minister Huynh Thanh Dat proposed a number of cooperation orientations and contents, including: annually organizing meetings of the Vietnam-Russia Cooperation Committee on education, science and technology; annually organizing the selection of joint research cooperation tasks; strengthening cooperation in basic research, basic research oriented towards application in the fields of natural sciences, social sciences and humanities, especially in the fields of marine sciences and basic sciences...

At the end of the working session, the two sides agreed and expected that the strategic partnership on science, technology and innovation between Vietnam and the Russian Federation will have breakthrough developments, contributing to the socio-economic development in each country.
