On February 20 at the United Nations headquarters in New York (USA), the United Nations Security Council held an Open Debate at the ministerial level with the theme "Practicing multilateralism, reforming and improving the effectiveness of global governance."

The meeting was chaired by Mr. Wang Yi, Foreign Minister of China (the country holding the Presidency of the Security Council in February 2025), with the participation and speeches of many officials and representatives of nearly 100 United Nations member countries.

In his opening remarks, UN Secretary-General Antonio Guterres affirmed the importance and urgency of promoting multilateral solutions to current global challenges such as climate change, inequality and security threats such as nuclear conflict and terrorism; emphasizing the significance of comprehensive commitments in the "Pact for the Future" (adopted by the High-Level Leaders of 193 UN member states in September 2024) for strengthening peace, promoting sustainable development and global governance.

Most of the representatives of the countries speaking up spoke highly of international law and the United Nations Charter, considering it a solid foundation for maintaining international peace and security and building a strong multilateral system capable of effectively responding to global issues.

Speaking at the Discussion Session, Ambassador Dang Hoang Giang, Head of the Permanent Mission of Vietnam to the United Nations, expressed concern about the increasing trend of unilateral actions in international relations, weakening the multilateral system which has been the foundation for maintaining international peace and security over the past eight decades.

Together with many other countries, Vietnam calls on the international community to reaffirm and strengthen its commitment to multilateralism, affirming that respect for international law and strict adherence to the fundamental principles of the United Nations Charter, especially non-threat or use of force and peaceful settlement of disputes, are prerequisites to ensuring peace and stability for sustainable development and enjoyment of human rights.

The Head of the Vietnamese Delegation emphasized the need to strongly reform multilateral institutions and enhance the voice and participation of developing countries to ensure the representativeness and democracy of these institutions.

Ambassador Dang Hoang Giang affirmed that Vietnam strongly supports multilateralism and always strives to make positive and substantial contributions to strengthening global and regional multilateral institutions, especially the United Nations and the Association of Southeast Asian Nations (ASEAN).

These efforts deeply reflect Vietnam's commitment to international solidarity and cooperation, for the benefit of the Vietnamese people and to contribute to building a more peaceful, prosperous and equitable world for all./.
