At a recent National Assembly session, many delegates said that organizations and individuals conducting research and development (R&D) projects, when they have fully complied with the process and ensured objectivity, should be exempted from civil liability if they cause damage to both the State and other organizations and individuals. At the same time, it is also necessary to consider exempting criminal liability for this activity.

However, delegates also pointed out that this exemption policy needs to have clear limits. Specifically, civil liability should only be exempted for research that causes damage to the State, while other organizations or individuals must still make compensation according to regulations.

This proposal is one of the driving forces to promote innovation and development of science and technology in the country.
