Lack of dumping sites
According to Giao thong Newspaper reporters, on National Highway 3B from Bac Kan City to Cho Don District, there are still many landslides, even some landslides occupy half of the road, affecting traffic.

On November 18, the leader of the Department of Transport of Bac Kan province said that since the beginning of the year, Bac Kan province has experienced many periods of rain and floods, especially storm No. 3 (Yagi), causing traffic jams and damage to road infrastructure.
Currently, the Department of Transport of Bac Kan province is urgently overcoming the consequences of natural disasters and ensuring traffic on the route. However, the solution is facing difficulties in the problem of dumping sites.
Many landslides have encroached almost the entire lane but have not been fixed.
Having to regularly travel this route, Mr. Nguyen Van Thang (born in 1986, in Bac Kan City) said that there are many landslides on the route, affecting traffic.
"Many curves have landslides covering half the road, making it very dangerous for people to pass through, especially at night," said Mr. Thang.
Mr. Nguyen Van Nam (born in 1978 in Cho Don district) also said that he often travels from Cho Don to Bac Kan city, but recently, every time he passes through, he is very afraid because many landslides have taken up most of the road but have not been repaired by the authorities, making travel very dangerous.
"I hope the authorities will soon fix the landslides and landslide risks so that people can travel safely on the road," said Mr. Nam.
People are worried when passing through landslides on National Highway 3 from Bac Kan City to Cho Don District.
Recently, the Department of Transport of Bac Kan province sent an official dispatch to the Provincial People's Committee and the Vietnam Road Administration regarding the difficulty in dumping landslide soil and rocks.
The landslide area at two adjacent solidly built two-story houses in Na Thoi village (Quang Thuan commune, Bach Thong district, Bac Kan province) is always in a dangerous state for vehicles passing through.
Specifically, currently, the Department of Transport of Bac Kan province is implementing the following projects: Urgently overcoming the consequences of natural disasters, ensuring traffic on National Highway 3B, National Highway 3C and National Highway 279 and urgent projects to overcome the consequences of natural disasters, ensuring traffic on 15 routes.
Many roads in Bac Kan province have not been repaired, causing traffic difficulties.
Due to the terrain of the area on national highways and provincial roads, one side is a high slope, the other side is abyss with people's cultivated land, river channels, streams... so finding and determining the locations to dump landslides according to regulations is very difficult and complicated.
Provincial People's Committee takes action
On November 15, the People's Committee of Bac Kan province sent an official dispatch to the Department of Natural Resources and Environment; Department of Transport; People's Committees of districts regarding the difficulty in dumping landslides at construction sites: "Urgently overcome the consequences of natural disasters, ensure traffic in the road sector".

The People's Committee of Bac Kan province assigned the Department of Natural Resources and Environment to preside over and coordinate with relevant agencies and units to review the content of the report of the Department of Transport on difficulties in the location of landslide dumping works: Urgently overcome the consequences of natural disasters, ensure traffic in the road sector; proactively guide the unit during the implementation process, advise and propose to the Provincial People's Committee the contents under its responsibility and authority according to regulations; implementation time: Completed before November 25, 2024.
The People's Committee of Bac Kan province issued a document urging functional units to complete the implementation before November 25, 2024.
The Provincial People's Committee requested the Department of Transport to fully perform the responsibilities and tasks of the investor in the process of implementing urgent projects to overcome the consequences of natural disasters, ensure traffic in the road sector, and promptly organize the implementation of measures and plans to speed up construction progress and complete project items.
At the same time, organize the review and determination of dumping sites and locations to ensure strictness and maximum savings for the State budget when preparing project documents; research and adjust dumping sites and locations with shorter distances (in case of consensus from the people, meeting conditions and in accordance with regulations).
Proactively and closely coordinate with the Vietnam Road Administration, relevant agencies and units during the implementation process and promptly propose solutions to handle arising difficulties and problems, ensuring progress and quality of the project according to regulations.
Two solidly built two-story houses in Na Thoi village (Quang Thuan commune, Bach Thong district, Bac Kan province) were destroyed by landslides and rocks and have not yet been repaired.
The People's Committees of the districts pay attention to coordinating and directing the communes to propagate to the people to create favorable conditions during the process of the Department of Transport implementing the project to overcome the consequences of natural disasters, ensuring traffic on the roads, especially early identifying favorable locations and dumping sites to speed up the construction progress, complete the project items, and ensure smooth and safe traffic.
