We returned to An Lao, Binh Dinh province when the weather changed seasons, the drizzle cooled the air after a season of scorching heat. In the distance, the mist was hovering on the mountain top, creating a quiet space typical of the great forest. At the An Dung Resettlement Area, the bustling atmosphere, full of vitality, exuded from each person here. Interspersed among the modernly built houses are the traditional stilt houses of ethnic minorities, creating a unique highlight in the mountains and forests.

This time, returning to An Dung Resettlement Area, we clearly felt the new life with bright colors of the Hre people after 4 years of leaving the village. The difficulties and confusion in the new land have gradually faded away, replaced by a bustling life full of fresh colors. Few people thought that after only 4 years of resettlement in the new village, the life of the Hre people in An Dung commune would quickly stabilize and improve like that.
The person we met and talked to was Mr. Dinh Thanh Dua, a Hre ethnic; he has lived most of his life in An Dung. Mr. Dua said: The old village of the people has given up the land to the State to implement the Dong Mit reservoir project. When they first came here, their lives were very difficult, but thanks to the support of the State, they have gradually stabilized.
Village elder Dinh Van Nuoi, a prestigious person in village 2, commented: Up to now, after 3 years of resettlement in the new village, the lives of 136 households with over 340 people in village 2 have stabilized a lot. Not only farming and raising livestock, many people have opened up directions to develop services such as food and beverage to serve the local needs of their villagers. "It must be said that the lives of people in the new resettlement village are much better than before in the old village", village elder Dinh Van Nuoi affirmed.
Chairman of An Dung Commune People's Committee Dinh Van Phien said: Thanks to the attention of the province and district in allocating enough forestry and agricultural land for local people to produce, up to now, the economic life of local people has basically stabilized. "Now we can rest assured! People know how to stick to the land, the fields, the forests, how to raise livestock, grow crops, how to trade and do business to develop the household economy... People's lives have improved a lot", Mr. Phien added.
Model village
Dong Mit irrigation reservoir has a capacity of 90 million m3, with a total investment of 2,142 billion VND from government bonds and local budgets. This is a key project of Binh Dinh province, with the aim of contributing to the socio-economic development of the four districts of An Lao, Hoai An, Hoai Nhon and Phu My. When implementing this project, 890 households were affected, of which 478 households in An Dung commune had to relocate to new housing.
Settling down in their new home, An Dung residents focus on production and economic development.
According to Mr. Do Tung Lam, Vice Chairman of An Lao District People's Committee, in reality, during the implementation process, there were many conflicting opinions, many people were hesitant and worried about the future when moving to a new place. However, thanks to the open and transparent way of doing things, people accepted to move to a new place and build spacious houses.
“For ethnic minorities, the issue of sedentarization is very important and if we are to produce, we must produce wet rice to be stable and long-term, otherwise, leaving people to cultivate on the fields will easily lead to shifting cultivation. In particular, for rice fields, we will transport the topsoil from the old village to the new village. This will ensure the fertility of the new rice fields and help people not miss their old homes, after all, they still have their ancestors' land. Therefore, the people are very satisfied and enthusiastic,” Mr. Lam added.
The education of Hre ethnic children in the new resettlement area has received much attention and investment. Mr. Huynh Van Nhin, Principal of An Dung Primary School, said: “The school has about 160 students studying in 6 classes, from grade 1 to grade 5. With the completed infrastructure investment and centralized school location, the school's management and teaching have gradually improved.
Traditional houses mixed with modern houses create a beautiful picture in An Dung Resettlement Area
The local government also takes care of the health care of the people. The commune health station arranges doctors, hospital beds, medical equipment and supplies, and organizes medical examination and treatment activities well. The rate of people participating in health insurance reaches 100% of the population. The commune pays attention to implementing social security policies fully, promptly, and to the right subjects.
Mr. Ho Quoc Dung, Secretary of Binh Dinh Provincial Party Committee shared: Having to move to a new place to make way for the Dong Mit Irrigation Reservoir Project is a huge sacrifice for the people of An Dung. To compensate, the provincial leaders provide maximum support, applying all policies so that people in the new place have a better life and better farming conditions. Up to this point, it can be said that the people of An Dung commune have stabilized their new lives in the resettlement area. The material and spiritual life of the people has now changed a lot. And this is a model ethnic minority residential area of Binh Dinh province.
